CERTIFICATE OF APPROPRIATENESS <br />1.330 West Colfax COA #2012 -0326 Local Landmark <br />Representation by John Hendershot, Manager <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 26 March 2012 <br />Application Number: 2012 -0326 <br />Property Location: 330 West Colfax <br />Architectural Style/Date /Architect or Builder: 1911 -1913 Collegiate Gothic/Art Deco/William B. Ittner, <br />Architect <br />Property Owner: Central High Apartments, LLC , The Sterling Group <br />District Designation: Local Landmark/DTSB Multiple Resource National Register District <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The former South Bend Central High school is a large four storey red brick <br />building with limestone capitals on brick pilasters. The limestone lined crenellations and a cut stone cornice line surrounding a <br />flat roof. There are framed brick areas on the side walls with colored glass and tile decorations. The windows are tri part double <br />hung 2/4, four part transom with vent in the middle with stone spandrels between second and third floors. The side doors have <br />cut stone surrounds and lintels and stone stairs. The front entrance is crowned by a parapet and a large stained glass window. <br />Concrete steps lead up to the doors. <br />ALTERATIONS: The boiler house and smoke stack were demolished. All of the doors appear to be replacements. <br />APPLICATION ITEMS: Add 16" x 57" lighted (non- flashing) sign under the Central High Apartments sign. This sign can be <br />changed via Office computer to display various messages and can be turned on and off at designated intervals. It will be secured <br />to the building with screws into the mortar -not brick. <br />DESCRIPTION OF PROPOSED PROJECT: The owners wish to install an illuminated sign under the Central High <br />Apartment sign to advertise rental opportunities and rates. The Sign will be installed by Ed's Sign World into the mortar of the <br />building and will not comprise the brick walls. It will be situated equidistant between the current sign and the limestone base. <br />STANDARDS AND GUIDELINES: <br />F. Signs <br />No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super graphics will also be <br />disallowed. Only one appropriate identifying sign will be permitted per business. <br />STAFF RECOMMENDATION: Staff recommends approval. There is one rather small sign on the Colfax side of this large <br />building. The addition of this proposed sign will provide more information to prospects other than the Office phone number. <br />On a motion by Lynn Patrick with a second by Dave Steinhauer to approve application as <br />submitted. <br />Vote: 7 — 0 Unanimous. <br />COA #2012 -0326 Approved. <br />
