diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. <br />Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and <br />consistent with the historic character of a structure enclosed. <br />Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property <br />found in photographs, drawings and newspapers. New site work should also be appropriate to <br />existing surrounding site elements in scale, type and appearance. Front yard areas should remain <br />open. (See above for information regarding fences.) Trees in close proximity to a building may <br />cause structural damage. Owners are encouraged to remove these trees and replace (or replant) <br />them at a more appropriate location as soon as planting season permits and upon approval of a <br />C of A. <br />Prohibited <br />No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other <br />elements before evaluating their importance to the property's history and development. Front yard areas shall not be <br />transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor <br />industrial/commercial style fences. <br />The installation of unsightly large devices, such as television satellite dishes, skylights or solar <br />panels, shall not be permitted in areas where they detract from the architecture of a building, are <br />intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after <br />Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen <br />from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special <br />circumstances, before granting a C of A. <br />STAFF RECOMMENDATION: Staff recommends approval of the fence as it conforms to the guidelines for the <br />district. <br />On a motion by Dave Steinhauer with a second by Lynn Patrick to approve application as <br />submitted. McCormick <br />Landmark or District Designation: East Wayne Street <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: The two storey Tudor of brick with field stone scattered throughout the <br />body of the house along with half timber and stucco wall features and a steep slate gable roof with a slight flair at the <br />eaves. There are leaded and plain glass casement windows throughout the house with stone header course sills on the <br />brick facades. The arched doorway is surrounded with irregular field stone. There is a screen -in brick porch on the <br />west side of the house. <br />ALTERATIONS: The cloth awnings and screened -in side porch were noted as alterations on the 1986 Survey Card. <br />All of the second storey windows, except the street fapade, were replaced with Eagle brand windows and two rear -first <br />storey windows in the northwest comer per COA# 1998-0305. Three second storey windows were repaired and re -set in <br />new Eagle Brand metal clad wood frames per COA#1999-0907. The white rear porch door is a replacement. <br />APPLICATION ITEMS: Replace current porch screen with aluminum bronze 4 -season screens with sliding <br />door/windows. Aluminum bronze frame are consistent with other windows on home already. Swing door on porch will <br />be changed to a sliding door and a stationary window. See Attached. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to replace the old, deteriorating wood screens <br />in the brick side porch with Patio Enclosures sliding metal screen and glass window system in the openings. The arch <br />of the openings will have a fixed glass transom in a metal frame while the sliding glass door/window system will be <br />installed below the transom. The metal frames are to be bronze to match the trim of the body of the house. The non - <br />original rear door will be replaced along with the two narrow screened windows with one sliding door and a fixed <br />window. None of the original openings, walls or footprint will be changed by this project. <br />STANDARDS AND GUIDELINES: East Wavne Street: <br />Most houses in the district have small open porches at the main entrance. Stoops and small patios also are in evidence. <br />Of those porches that have roofs, many have either hip or gable roofs or are covered by the main roof of the house. <br />Columned porticos, porches with broken pediments or turrets, and other porch forms characteristic of the Period <br />Revival styles are also found in the district. <br />Required <br />
