Existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof <br />decorations, shall be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. <br />Porches and additions reflecting later architectural styles and which are important to the building's historical integrity <br />shall be retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the <br />architectural or historical character of the building. <br />Prohibited <br />Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or <br />removed. <br />Not Recommended <br />Original porch details should not be replaced with materials representing an earlier period or style from the original. <br />STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the guidelines of the <br />East Wayne Street District. <br />On a motion by Dave Steinhauer with a second by Lynn Patrick to approve application as <br />submitted. Vote: 5-0 <br />COA 2011-0906A was approved unanimously. <br />B. NATIONAL REGISTER NOMINATION <br />1. Haven Hubbard -Public hearing. Two members of the public in attendance in <br />support of the nomination. <br />On a motion by Lynn Patrick with -a second by Dave Steinhauer to approve nomination as <br />recommended by Staff. Vote: 5-0 <br />COA 2011-0906A was approved unanimously. <br />C. LANDMARKS <br />1. Two potential candidates -Discussion of three potential Local Landmark <br />candidates. <br />III. HEARING OF VISITORS <br />IV. REGULAR BUSINESS <br />A. APPROVAL OF MINUTES —August 15, 2011 Approved by consensus. <br />B. TREASURER'S REPORT — <br />C. STAFF REPORTS <br />1. Correspondence -Circulated. Discussion of Marvin Windows factory <br />tour. Discussion of HPC participation in NNN Arts Cafe on November 6. <br />2. Legal Counsel -Reported working on language for the COA application <br />form to make property owner aware that HPC Staff does have the authority to go <br />on the property to review projects submitted by COA. <br />D.
