C. Renovation and Additions <br />Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change <br />in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition <br />(see demolition). <br />Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover <br />singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the <br />visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be <br />carried through in the additions. Care should be taken not to change or alter the following: <br />1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to <br />cause minimal visual change to the original style and construction. <br />STAFF RECOMMENDATION: Staff recommends approval of the fencing as it conforms to the Group B standards <br />for Landmarks and will not detract from the site or infringe on the Station. <br />On a motion by Mike Voll with a second by Dave Steinhauer to approve application as <br />submitted. STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: August 29, 2011 <br />Application Number: 2011-0829 <br />Property Location: 818 Leland <br />Architectural Style/Date/Architect or Builder: 1899/Free Classic <br />Property Owner: John R. Hayden and Abigail L. Palko <br />Landmark or District Designation: Chapin Park LHD <br />Rating: Omitted in 2005 Survey <br />DESCRIPTION OF STRUCTURE/ SITE: This is a two storey home with an irregular plan set upon a brick <br />foundation. The walls are wood clapboard on the first storey with wood shingle on the second storey and in the gable. <br />The roof is cross gable with cornice returns and a dormer which breaks the roof line on wing. The roof is covered with <br />dimensional asphalt shingles. The windows are 1/1 double hung with moulded entablatures. There is a corner porch <br />between the central gable and wing with square wood supports on brick piers with a simple balustrade and moulded <br />cornice. <br />ALTERATIONS: The home was restored to a single family residence from three apartments; and completely rehabbed <br />inside and outside with the removal of all non-contributing additions and alterations. There was 4x8 2008 addition to <br />create a new rear entry and a redesign of the back hip roof to accommodate the addition. The east side windows were <br />reconfigured to two shorter double windows, the bathroom window was removed and replaced with a higher window. <br />Three square windows were installed in the north wall of the dining room and the kitchen window on the north wall <br />was shortened. Glass bock was installed in the basement windows. <br />APPLICATION ITEMS: Fence in the back of the property. <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes a Freedom brand Concord style black aluminum fence <br />4'-6" high to be installed in the rear of the property along three sides of the house, attached to posts. Two 48" walk <br />gates to be installed, one in the rear and one on the alley side. The space between pickets is open, including the view <br />from the front. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case <br />basis. <br />Required <br />Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as <br />well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A <br />tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened <br />damage to a structure or for such other reason acceptable to the Historic Preservation Commission.
