CALL TO ORDER: <br />President Klusczinski called the meeting to order at 7:00 p.m. <br />Members Present: Timothy S. PUBLIC HEARING: <br />A. CERTIFICATE OF APPROPRIATENESS <br />1. STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 7 September 2011 <br />Application Number: 2011-0816 <br />Property Location: 320 South Street <br />Architectural Style/Date/Architect or Builder: Art Deco/1929/Fellheimer and Wagner of New York <br />Property Owner: Union Station Properties/Kevin Smith <br />Landmark or District Designation: Local Landmark and State Register <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The former New York Central train station is a two storey station with a <br />mezzanine and a barrel vault roof. The walls a running bond brick with double soldier course fascia with dentil <br />treatment. The roof is a copper-cladded material. The windows have simple square openings, brick dentilled flat arch <br />linter, wing windows have chevron motif brick spandrels. There are round arch clerestory windows on the east and <br />west. Doors are simple rectangular pedestrian doors. The doorways on the north and eat side have cantilevered sky <br />lighted steel marquis over them. The building is situated close to South Street on the north and the railroad bed on the <br />south with a large parking lot to the east of the building. <br />ALTERATIONS: The original copper roof, windows and doors have been replaced and a chimney was scaled down <br />near the southwest rear portion of the roof per a restoration plan approved with COA issued on 8 August 1985. The <br />EPDM rubber roof was replaced on the east side canopy with COA# 2004-1004, <br />APPLICATION ITEMS: Ornamental fencing along South Street and Lafayette Blvd. Per drawings and letter <br />submitted. <br />DESCRIPTION OF PROPOSED PROJECT: Union Station Properties has engaged DHA to design a fence and <br />gate system to enclose and secure the parking lot on the east side of the Union Station. The black metal fence is to be 8 <br />feet high with flat caps on the fencing and acorn finials on the posts. DHA also proposes to retain the existing trees on <br />the north and south side of the exterior of the enclosure as well as the landscaping on the east per plans submitted. <br />DHA received the necessary variances from the Area Board of Zoning Appeals and approval from Design Review. <br />The parking lot and pedestrian gates will match the style of the fence. The fence will be separated from the south <br />entrance to the building by the existing concrete sidewalk. The sidewalk pedestrian gate with security access/egress <br />apparatus will be attached to posts and not to the Station. <br />STANDARDS AND GUIDELINES: <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such <br />improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance <br />or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its <br />environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. <br />Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. <br />The commission should review the proposed treatment for character and style consistency with the original surfaces. <br />
