Rating: Non Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The two storey gabled ell is situated on an open site on a busy urban comer. It has <br />asphalt shingles on the cross gable roof and narrow aluminum or vinyl siding on the walls. There is a central brick chimney and <br />2 small comer porches on both side of the central gable with turned wood columns. There is one entrance on the south porch and <br />one entrance and one boarded up entrance on the north porch. The windows are 1/1 vinyl replacement windows; the doors are <br />replacement doors. <br />ALTERATIONS: The original rear porch was removed and a 12 x 24 addition was built in 1940. The house originally may <br />have been a duplex, became a tri-plex and is now being converted to a single family. The only original fabric remaining of the <br />house is the foundation, chimney and the turned wood porch columns. The two car wood garage noted on the assessor card was <br />demolished sometime after 1949. <br />APPLICATION ITEMS: Replacement of two rear doors. <br />DESCRIPTION OF PROPOSED PROJECT: Homeowner proposes to remove the two older rear entrance doors to the former <br />apartments (refer to photograph 1) and replace in that opening a unit that is composed one fixed and one functioning door. The <br />proposed unit is wood with full view glass panels (refer to photograph 2). <br />STANDARDS AND GUIDELINES: <br />C. WINDOWS AND DOORS <br />Window and door frames are in most cases wood and vary depending upon the style of the home: Many are double hung <br />windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has <br />been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm <br />windows; the other half have wood storm windows. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and <br />hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Casement <br />windows adapted the English tradition of using wrought iron casements with leaded cames for residential use. Rolled steel <br />casements (either single, as shown, or paired) were popular in the 1920s for Cottage -style residences and Gothic -style campus <br />architecture. More streamlined casements were popular in the 1930s for institutional and small industrial buildings. <br />Recommended <br />Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. <br />If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm <br />doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of <br />canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and <br />door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and <br />door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal <br />of original windows and doors, shall not be installed. <br />Not Recommended <br />Fake shutters that would detract from the existing character or appearance of the building should not be used. <br />STAFF RECOMMENDATION: Staff recommends approval of the two non -original replacement doors in the 1940 addition <br />with the unit proposed by the owner. <br />Project represented by applicant, Greg Schoff. <br />On a motion by Jerry Niezgodski with a second by Kevin Buccellato to approve application as <br />submitted. <br />Vote: 5-0. <br />COA 2011-1118 was approved unanimously. <br />On a motion by Dave Steinhauer with a second by Jerry Niezgodski to suspend to agenda to <br />move forward Hearing of Visitors. Vote: 5-0 approved unanimously. <br />III. HEARING OF VISITORS <br />A. Susan Youens 850 Forest Avenue and Joan Downs-Krostenko 849 Forest Avenue - <br />Chapin Park property owners spoke in regards to safety concerns, code violations, and <br />enforcement procedure for the property at 846 Forest. Specific issues relate to deteriorating roof, <br />gutters and downspouts, brick foundation, exterior paint failure, front porch floor unevenness, and <br />stair railing. The property is in violation of the Minimum Maintenance Standards. Counselor <br />suggests that best course of action will be working with the Building Department or Code <br />Enforcement; Counselor will follow up with Code. <br />Meeting to resume as scheduled. <br />0 <br />
