4. STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 16 November 2011 <br />Application Number: 2011-1116 <br />Property Location: 710 Park Avenue <br />Architectural Style/Date/Architect or Builder: Second Empire/1875 <br />Property Owner: Georges Enderle <br />Landmark or District Designation: Local Landmark &Chapin Park LHD/NR <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Mary Chapin Anderson and Andrew Anderson house is a three storey Second <br />Empire home with an irregular plan. It has a stone foundation with walls of shiplap clapboard siding with corner boards; the <br />entablature has paired brackets. The house has an asphalt shingle hip roof with gable dormers while the tower in front has a <br />mansard roof with wood shingles. There is a full width wrap around front porch with pared Doric columns on stone piers <br />supporting an entablature with dentils and balustrade. The porch has a flat rood. The windows are 1/1 double hung and most <br />have segmental arch molded entablatures. The front door is wood with a single leaded light' sidelights are leaded and there is a <br />stained glass transom. (See photo #1) <br />ALTERATIONS: The porch was added in 1901 to reflect the classical revival style in vogue after the Colombian Exposition in <br />Chicago. The metal finials at the corners of the tower have been removed. <br />APPLICATION ITEMS: Demolition -see letter. <br />DESCRIPTION OF PROPOSED PROJECT: Brian Haygood, Chief Inspector, Department of Code Enforcement applied for <br />the COA on behalf of Dr. Enderle with the following letter on Official Stationary: <br />After receiving information and personally inspecting the property along with our licensed framing inspector we have determined <br />that the free standing garage (carriage house) must be demolished. It is in imminent condition of collapse and due to the <br />proximity of numerous utilities the likelihood of disruption is very high. Therefore, I ask that the Historic Preservation <br />Commission give it permission for the owner to demolish the structure. The owner has been apprised of the condition of the <br />structure and wishes to correct it by demolition. Thank you in advance for your timely response in this matter. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK STANDARDS AND GUIDELINES: <br />V. GENERAL <br />A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is <br />the only alternative. Documentation of interior and exterior <br />features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and <br />photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. <br />STAFF RECOMMENDATION: Staff recommends approval. Staff has been concerned about the deteriorating condition of <br />this structure and have discussed remediation with Dr. Enderle for several years. This summer Dr. Enderle engaged Jeff <br />Dierbeck to perform an assessment of the Carriage House. Jeff reported informally to the Staff that the Carriage House was in <br />very bad shape, had experienced a fire that further weakened the structure and that it would be very costly to fix, much less <br />rehabilitate. Demolition, because of its location and proximity to utility lines, would also be expensive. I spoke with Dr. Enderle <br />and informed him of what he would need to present to the Commission and urged him to apply for a COA at the December <br />meeting after Dr. Enderle said that he could not prepare the needed information in time for the November meeting. On 9 <br />November, 710 Park appeared on the Code Department's Tentative Hearing Docket for 1 December for the repair of the bam. <br />On 16 November, Mr. Brian Haygood came to the HPC Office requesting HPC to address this as soon as possible because of the <br />precarious condition of this building. I spoke with HPC legal counsel, Lawrence Meteiver, and he advised that the Chief <br />Inspector could apply for the COA on behalf of the homeowner so that the Commission could take action. Wayne Doolittle then <br />photographed the Carriage House in detail. <br />Project represented by Brian Haygood of City of South Bend Code Enforcement. <br />On a motion by Dave Steinhauer with a second by Mike Voll to approve application as submitted. <br />Vote: 5-0. <br />COA 2011-1116 was approved unanimously. <br />5.
