Marvin brand windows will be used and the entire house will have the same windows. <br />The current combination storms were installed in the 1950s and are in horrible shape. The windows will return the house to a <br />closer approximation of the house as it was built. Photos included. <br />DESCRIPTION OF PROPOSED PROJECT: Restore bricked opening of dining room window with side by side (2) fixed 6 <br />pane windows. Replace 11 windows that are over painted, over caulked some with broken storm windows: 3 windows located in <br />the front upstairs 2 8/1 and 16/1; 4 downstairs front windows replace 2 double sets 6/1; West upper floor 16/1; rear 2 upper floor <br />6/1 and upper East 1 original window 6/1; and replace one replacement window 6/1. All windows are Marvin Ultimate Double <br />Hung wood windows with true divided lights and replicate what is there. <br />STANDARDS AND GUIDELINES: East Wavne Street: <br />C. WINDOWS AND DOORS <br />Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. <br />Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, <br />hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. <br />Recommended <br />Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If <br />new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm <br />doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of <br />canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and <br />door openings which would alter the scale and proportion of the building shall not be introduced. <br />Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original <br />windows and doors shall not be installed. <br />Not Recommended <br />Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing <br />character or appearance of the building. <br />STAFF RECOMMENDATION: Wayne Doolittle, Preservation Specialist and Steve Szaday, Intern visited the site on 9 <br />November and are of the opinion that from the exterior the windows appear to be able to be repaired. They will perform an <br />interior inspection with the homeowner prior to the 21 November meeting and report their findings. This house has had extensive <br />repair, replacement and remodeling documented since 2004; and all of it has been quality work with quality materials. The Staff <br />makes no recommendation at this time pending the Preservation Specialist report. <br />Project represented by applicant, Elizabeth Adey. Wayne Doolittle, Preservation Specialist <br />provided his assessment from the on site investigation that the windows are not deteriorated <br />beyond repair. Member of the public, Joan Downs-Krostenko offered her perspective to the <br />applicant, speaking against the application. Chair clarified that rehabilitation for the existing <br />windows may be done with an administrative approval, not requiring another Board meeting but <br />the applicant chooses to have the disposition for the project as submitted for the replacement <br />option. . <br />On a motion by Jerry Niezgodski with a second by Tim Klusczinski to deny application as <br />submitted. Vote: Mike Voll -aye, this is an opportunity to preserve what we can, when we can; <br />Dave Steinhauer -nay; Tim Klusczinski-aye, I do not believe that a reasonable quotation to assess <br />the differences between rehabilitation has been provided. We are lacking in sufficient <br />documentation of the replacement options to be able to make a decision. I applaud homeowner <br />for trying to do the very best possible but given the parameters and the small window of decision <br />that we have to make tonight based strictly on this application as it was presented. I cannot in <br />good conscience vote in favor of replacements before I have been assured that rehabilitation is <br />not feasible in this case which also is more in keeping with the Standards and Guidelines for the <br />East Wayne district and for all of our historic districts; Jerry Niezgodski-aye, primarily lack of <br />information to move forward and if we are looking specifically at what is proposed here we <br />would prefer to see included with this some kind of information about costs in rehabbing of this <br />windows.
