ALTERATIONS: The water feature, fountain and statuary of the Sunken Garden were removed in the 1960s. The wading pool <br />has been filled in and the pergola removed around the 1970s. The more formal gardens of lilies, roses, gladiolas and peony beds <br />no longer exist. The Garden of Fragrance (originated inl954 and expanded over the years) that meandered from Michigan Street <br />to the Herb Garden by the Navarre Cabin no longer exists, only the signage remains. <br />APPLICATION ITEMS: Replace the existing lift station on the south side of the North Pumping Station driveway and relocate <br />it to the north side of the driveway. Screen the new location with landscaping and plantings. Rehabilitate the Garden of <br />Fragrance Braille marker and boulder monument and install new sidewalks and decorative paving. <br />DESCRIPTION OF PROPOSED PROJECT: Please see project narrative, diagrams and landscape plan. <br />STANDARDS AND GUIDELINES: Leeper Park Standards and Criteria <br />9.4 Vetretation: <br />4. Deteriorated or missing vegetation materials and features shall be replaced with materials that match the original in size shape, <br />color form and texture. <br />5. When replacement of vegetation materials and features is necessary, it should be based on physical or documentary evidence. <br />6. If using the same vegetation material is not technically or economically feasible, then compatible substitute vegetation <br />materials may be considered if the convey the same growth habit, form, foliage and bloom characteristics as the historic plant. <br />9.5 Circulation <br />8. Alteration of existing or addition of new circulation materials and features will be considered if they do not alter the basic <br />concept of the historic landscape design. <br />9.7 Furnishings and Obiects <br />1. All items listed herein shall be preserved <br />s. All Plaques, Monuments, Sculptures, Memorials, Planters, Urns, Curbing, Roadways, Marker Stones, Sundials, Well -Head <br />Covers, Fences, Trellises, Pergolas, Pathways and Trees. <br />STAFF RECOMMENDATION: Staff recommends approval of the project as it is in keeping with the Landscape Guidelines <br />for Leeper Park. Staff researched this area of Leeper Park and there is no existing documentation in the Parks Department <br />Archives for the design, the flora and the trees planted in Garden of Fragrance. What DLZ is proposing will convey the same <br />intention as the 1954 Garden while preserving its markers and monuments and utilizing the wrought iron fencing fragments as <br />objects of interest in the landscaping scheme. There was no formal pathway though the Garden of Fragrance and the addition of a <br />permanent, paved path from the sidewalk along Michigan to the monument and markers will not detract from the overall <br />landscaping plan of the Park. The curvilinear design of the sidewalk echoes the 1915 Kessler design.These improvements will <br />effectively screen the relocated lift station from the Park and the proposed perennials will add variety and color. <br />Project represented by Mark Nie and Sara Rhodes of DLZ. <br />On a motion by Dave Steinhauer with a second by Mike Voll to approve application as submitted. <br />Vote: 5-0. <br />COA 2011-1103A was approved unanimously. <br />3. Wayne North is a two storey frame home with a brick fagade and an <br />irregular floor plan set on a matching brick foundation. There is a gable roof with gable returns with cornice molding and an <br />eyebrow dormer. The roofing is asphalt shingle. There is a multi -pane half -round attic window. The windows are 8/1 and 6/1 <br />double hung windows that have brick soldier course lintels and brick header course sills; some with paneled wood shutters with a <br />tree motif. The front entry has gable roof with round arch under supported by brackets and smooth Doric columns; the front <br />door is rounded with simple wood trim. There is a one storey side open porch with a flat roof supported by smooth Doric <br />columns. <br />ALTERATIONS: There appears to be some window openings that were re -configured and bricked in. The survey card noted <br />aluminum storm windows and some replacement windows. The side porch is open and no longer has screens noted in the August, <br />1986 survey card and were removed sometime after 1995. There are COAs (2004-9) in file for in kind replacement and repair <br />work to porch, in-kind window replacement, garage roof and rear fencing. Removal of 1955 addition and replaced with new one <br />storey addition 12'8"x 30'8" in materials to match the original house. Replaced replacement casement windows from 1955 re- <br />model to match windows in the addition per COA 2009-0601D. Replacement and restoration of the doors leading to the side <br />porch from the living room; replacement of second floor door leading to porch with COA #2010-0301. <br />APPLICATION ITEMS: Replacement of Windows: Dining Room window is missing and has been bricked over, return to <br />original style -stationary six light windows; replace eleven windows that have combo aluminum storms with double hung 611 or <br />
