Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and <br />hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. <br />Recommended <br />Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. <br />If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm <br />doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of <br />canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and <br />door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and <br />door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal <br />of original windows and doors, shall not be installed. <br />Not Recommended <br />Fake shutters that would detract from the existing character or appearance of the building should not be used. <br />STAFF RECOMMENDATION: Vinyl replacement windows have already been installed in this house and the original <br />windows have been discarded. Staff recommends that the original front first storey windows remain in place as they are a <br />distinct original feature of the otherwise altered structure. <br />No representation for application. <br />On a motion by Jerry Niezgodski with a second by Dave Steinhauer to deny application as <br />presented on the grounds that the COA was not submitted prior to the work being completed and <br />to make the homeowner aware that further alterations cannot be done without a COA. Vote: <br />Mike Voll -aye, the applicant derailed the proper procedure; Dave Steinhauer -aye, sets a poor <br />precedent for allowing people to do work without the opportunity for HPC to review it first and if <br />the windows originally had 1/1, the materials and style differ; Tim Klusczinski-aye, the work was <br />not approved by the HPC prior to the installation and there was no way to investigate the original <br />windows to determine if they were deteriorated beyond repair which is a Standards and <br />Guidelines item and the windows that were chosen are not a match to what may have been there <br />before; Jerry Niezgodski-aye, the applicant did not seek a COA prior to starting work and <br />concerned whether the windows are suitable architecturally for the structure; Kevin Buccellato- <br />aye, no COA was granted or applied for and the architectural details do not match what was <br />existing. <br />Vote: 5-0. <br />COA 2011-1013 motion to deny application was approved unanimously. <br />_i <br />Per Counselor, the HPC recommendation to deny is a recommendation to the Building <br />Department to apply a monetary fine; Larry will follow up with Building Department. <br />2. STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 9 November 2011 <br />Application Number: 2011-1103A <br />Property Location: Leeper Park East <br />Architectural Style/Date/Architect or Builder: <br />Property Owner: City of South Bend <br />Landmark or District Designation: National Register Historic Designed Landscape Landmark <br />Rating: Local Landmark <br />DESCRIPTION OF STRUCTURE/ SITE: Leeper Park is a designed landscape located north of the commercial and medical <br />district of South Bend and divided by Michigan Street (US 33). Leeper Park East is bordered by Riverside Drive along the St. <br />Joseph River, the River Bartlett Street to the South and Michigan Street to the West. It is part of the 1911-1915 Parks and <br />Boulevard system designed for South Bend by George Kessler. Its function as a recreational Park is secondary to its practical <br />function as a drinking water well field dominated by the North Pumping Station which is a local landmark, the Reservoir and <br />numerous wells located through out the area. The sunken garden at the northern end of the Park was rehabilitated in 2009 with <br />new rose plants and gravel walkways. The recreational area of the Park behind the North Pumping Station include the Zeigler <br />performing center with fixed bench seating, signage for the Garden of Fragrance, the Navarre Cabin, Comfort Station, Swing set <br />and slide. <br />
