CALL TO ORDER <br />President Klusczinski called the meeting to order at 7:00 p.m. <br />Members Present: Timothy S. STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: October 13, 2011 <br />Application Number: 2011-1013 <br />Property Location: 813 Ashland <br />Architectural Style/Date/Architect or Builder: Free Classic/1896 <br />Property Owner: San Song and Yein Yet <br />Landmark or District Designation: Chapin Park LHD/NRD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The 2 storey frame house has an irregular plan and is set upon a brick and poured <br />concrete foundation. It has a hip roof with gables featuring box returns and is covered in asphalt shingles. The walls are <br />aluminum sided. According the 2005 survey, windows are original wood 1/1 double hung with wood surrounds. The front first <br />storey window has leaded glass in the top. The side bay window is original wood 1/1 double hung. Most windows have <br />aluminum storms installed. There is a concrete stoop with a metal awning overhead, supported by metal supports. <br />ALTERATIONS: The house is aluminum sided. The roof was replaced in 2008 with COA 2008-0618. The storm door is not <br />original and the front porch is a replacement. At the time of the current Application, most of the original windows had been <br />removed and vinyl replacement installed without a COA. <br />APPLICATION ITEMS: Replace with Jeld-Wen vinyl windows to match original windows. <br />DESCRIPTION OF PROPOSED PROJECT: The owner removed original windows and installed vinyl replacement windows <br />without a COA. HPC Preservation Specialist made a site visit after being alerted of the unapproved project and the photographs <br />provided reflect the project status at the time of inspection. Staff was not able to make a determination as to if the original <br />windows were deteriorated beyond repair as they had already been discarded. <br />STANDARDS AND GUIDELINES: <br />II. EXISTING STRUCTURES <br />C. WINDOWS AND DOORS <br />Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double -hung <br />windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has <br />been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm <br />windows; the other half has wood storm windows. <br />Required <br />
