DESCRIPTION OF STRUCTURE/ SITE: This two storey brick Tudor Revival home has the original asbestos tile <br />on the steep gable roof and steel casement windows with six lights and stationary transoms. The windows have brick <br />header course sills and brick soldier course lintels. There is a round arch entry in the front gable with a brick corbelled <br />door surround. There is a diamond brick pattern above the entry door. A gabled wood canopy with brackets is above <br />the side door and the chimney on the west side of the house is brick with a stone cap. There is a one storey enclosed <br />rear porch <br />ALTERATIONS: The enclosed back porch was a noted later addition to the house in the 1986 survey card. A two <br />storey addition replaced the non -original porch with COA 2011-0502C <br />APPLICATION ITEMS: Apply GAF Slateline shingles over original 1928 asbestos shingle roof per attached <br />specifications. <br />DESCRIPTION OF PROPOSED PROJECT: South Bend Roofing, Siding & Window Company is being <br />contracted to do the roof on the rear addition approved with COA 2011-0502C. The homeowner would like to re -roof <br />the main house with the GAF Slateline so that all the roofing materials match. The GAF Slateline will be hand nailed <br />over the existing roof by "nesting" the new shingles to the existing roof according to proper re -roof procedures. They <br />also propose a new edge metal and new metal "w" pattern valley at the new addition tie-in to match the existing, use <br />factory matched ridge cap, flash and seal all roof penetrations and wall intersections. Replace pipe boots as needed. <br />Clean up and haul away debris. <br />STANDARDS AND GUIDELINES: East Wayne Street Local Historic District <br />B. ROOFS AND ROOFING <br />Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered <br />with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in most <br />cases have wood fascias with gutters and downspouts. The facias of some vinyl or metal sided houses are covered with <br />the same material. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential <br />character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather <br />vanes. <br />Recommended <br />Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to <br />retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering <br />which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the <br />original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to <br />prevent deterioration of the structure; they should be maintained whenever possible or replaced <br />with a style comparable and suitable to the architectural period. <br />Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding <br />architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof <br />shall not be stripped of architectural features important to its character. <br />Not Recommended <br />Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to <br />a building. <br />STAFF RECOMMENDATION: The current asbestos roof is in good condition and is estimated to not to be needed <br />to be replaced for another 20 years. The homeowners wish to overlay this 83 year old roof with an asphalt product with <br />a limited life time warranty for aesthetic reasons to give the house with its new addition a uniform appearance. Staff <br />recommends approval of the GAF Slateline overlay of the original roof at the owners' option since the replacement <br />product mimics the look of the asbestos tile. <br />On a motion by Dave Steinhauer with a second by Linda Riley to approve application as <br />submitted. Vote: 7-0 <br />COA 2011-0707 was approved unanimously. <br />B. NATIONAL REGISTER NOMINATION <br />1. Haven Hubbard -Introduction to project. <br />On a motion by Jerry Niezgodski with a second by Mike Voll to recommend the <br />approval of the National Register Nomination application for the State Historic <br />Preservation Office.
