Paragraph one <br />(1) of the "Required" clause in Section B states, "Fencing—which reflect the property's history and <br />development shall be retained". Additionally, paragraph three (3) of the same clause states, "Fencing <br />visible from the street in front of the structure shall be open and consistent with the historic character of <br />the structure enclosed." <br />I would argue that paragraph one (1) implies all fencing on a property, as it is not specific on front, <br />rear, or sides. Where I think the guideline falls short is describing, in more detail, locations, types, <br />materials and height of fencing. <br />Subsequent to our Board meeting, the contractor as well as HPC staff identified multiple locations <br />within the district in which unpainted, wood, privacy fencing has been installed, thereby setting a <br />previously undocumented precedent.
