Copies <br />of this letter were to be sent to Code and the Building Department. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: March 4, 2010 <br />Application Number: 2010-0304 <br />Property Location: 61191 US 31 South <br />Architectural Style/Date/Architect or Builder: Italianate Cube/1866 <br />Property Owner: Paula Elliott <br />Landmark or District Designation: Local Landmark <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey Italianate has a rectangular floor plan with <br />bearing wall construction set upon a stone foundation with a brick fagade that is painted white. There is a <br />flat or very slightly pitched roof with cornice board and double brackets. All windows are round arch; <br />there are six pane windows on the second storey and 1/3x2/3 on the first, all with shutters. The central <br />entrance has double wood raised panel doors with a fanlight and an arched brick surround. There is a brick <br />chimney centered on the south side of the house. The house is set back from US 31 and has a central <br />circular, paved drive that is landscaped with shrubbery and trees. There are older out buildings of <br />undetermined date on the site: a milk house and animal shelter and well house towards the rear as well as <br />modern buildings: a house and garage at the rear of the property and a garage on the west side of the <br />Italianate house. <br />ALTERATIONS: The 1975 survey card notes that a small porch was removed. The location was not <br />noted. The bank barn burned in 1985. <br />APPLICATION ITEMS: Place monument sign list tenants. <br />DESCRIPTION OF PROPOSED PROJECT: Per illustration provided, the painted aluminum sign would <br />be placed between brick pillars positioned east and west and situated at the north of the circular drive <br />entrance near US 31 South. The finish on brick pillars would mimic the main fagade of the house. The sign <br />would not be illuminated. <br />STANDARDS AND GUIDELINES: <br />Group B Standards: B. Treatment: treatment shall be defined as any change of surface materials that will <br />not alter the style or original form. Such improvements include re -roofing. Glazing or landscaping lawns <br />and may involve a change that can potentially enhance or detract from the character of the landmark. A <br />treatment change of any surface whether on the landmark or in its environment may require a Certificate of <br />Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes <br />may not require a Building Permit, A Certificate of Appropriateness may be necessary. The commission <br />should review the proposed treatment for character and style consistency with the original surfaces. F. <br />Signs: No neon or flashing signs will be permitted unless they are original to the structure. Billboards and <br />super -graphics will also be disallowed. Only one appropriate identifying sign will be permitted per <br />business. <br />STAFF RECOMMENDATION: Staff recommends approval as it falls within the Class B Standards for <br />local landmarks. The sign will be situated east and west on the north side of the site close to US31 South <br />and will not negatively impact the front fagade of the landmark.
