Director introduced COA 2010-0315 with the option to review the project on tonight's agenda. <br />On a motion by Todd Zeiger with a second by Jerry Niezgodski <br />Vote: 5-0 <br />To accept COA 2010-0315 on the agenda <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 15 March 2010 <br />Application Number: 2010-0315 <br />Property Location: 835 Park Avenue <br />Architectural Style/Date/Architect or Builder: Tudor Revival/ 1916 <br />Property Owner: P. David Faulkner <br />Landmark or District Designation: Chapin Park LHD/NR <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey Tudor Revival has a rectangular plan with <br />appendages on the side and the rear of the house. It is set upon a concrete foundation with red brick <br />common bond and decorative brickwork and half timber and stucco exterior walls. The roof has a central <br />hip with gable ended front, box gutters, narrow overhand with molded cornice and slate shingles. There are <br />casement windows with head sill and jambs of the second floor as part of the timber decoration, the lower <br />level windows have plain jambs with soldier course heads. There are brick chimneys on either side with <br />chimney pots. The front entrance is a partially enclosed porch with a 3/4 stucco wall and turned wood <br />baluster columns; a boxed bay window is positioned above porch. There is a cut stone balustrade around <br />the side terrace. <br />ALTERATIONS: 2003-2005 The current owners replaced the slate roof, installed copper gutters and <br />finials. The original French doors leading to the terrace have been removed and replaced by a fixed picture <br />window. <br />APPLICATION ITEMS:: Removal of old, original(?) screen door front and back door and replace with <br />energy efficient storm door. Full view glass storm door on front. Will store old, original (?) door in <br />basement. Back door is replacing aluminum replacement door. 3/o divided light storm. <br />DESCRIPTION OF PROPOSED PROJECT: Mr. Faulkner wishes to replace the front screen door with <br />an Anderson full view storm door with insulating glass, custom sized to fit the 42"x80" opening. It will <br />also have a full screen insert for summer. See attached documentation. The current wooden screen door is, <br />according to Preservation Specialist, very rickety. It does not have storm window inserts. He also wishes to <br />replace the non -original rear door aluminum door with a % divided light EMCO 300 Series storm per <br />attached documentation. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK STANDARDS AND GUIDELINES <br />C. WINDOWS AND DOORS <br />Window and door frames are in most cases wood and vary depending upon the style of the home. Many are <br />double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some <br />cases where aluminum siding has been applied, the window and door trim has been covered. About half of <br />the structures in the district have aluminum storm windows; the other half have wood storm windows. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, <br />pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and <br />trim resembling the original. <br />Recommended <br />Wood storm windows and doors painted or finished to match the original should be used but should not <br />damage existing frames. If new sashes or doors are installed, the existing or original materials, design and <br />hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to <br />match the existing. When awnings are used, they should be of canvas material. <br />Prohibited <br />5 <br />
