Property Owner: Kathy Vetter <br />Landmark or District Designation: East Wayne Street <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: 1716 E. Wayne is a 2 %2 storey frame construction with <br />rusticated, yellow brick -veneer, set upon a concrete foundation. The gable roof has a steep slope with <br />moulded raking trim and returns; it covered with asphalt shingles. The windows are casement style <br />replacement windows with storms. The wood clapboard infill under the windows of the enclosed side <br />porch are covered with vinyl siding. There is a multi -paned picture window flanked by four side -lights <br />with a brick header sill. There are paired six -light casement windows with wrought iron below directly <br />above the bellcast gable roof over the entry. The entry has timber columns, brick corbelled brackets and a <br />brick stoop with turned balustrades. There is a shed dormer at the west side over the enclosed side porch <br />with replacement casement style windows. There is a two car brick garage with gable roof and asphalt <br />shingles at the side of the house toward the rear. <br />ALTERATIONS: The 1987 survey card notes that the house has had major alterations. The brick fagades, <br />porches features and roofs over the front and side entrances and the wood front door appear to be original <br />to the structure. The original roof was asphalt shingle and has been replaced. The side porch was <br />constructed an open porch and enclosed before 1949. All of the windows have been replaced with vinyl <br />windows with storm windows. All of the wood clapboard has been covered with vinyl of the same width <br />as the original clapboard. Staff has not been able to located COAs for the windows or the siding. The <br />garage may not be original to the house as the location is not the same as the 1932 Assessor's Card <br />APPLICATION ITEMS: Replace roof with GAF Timberline 30 yr. Architectural style shingles. <br />DESCRIPTION OF PROPOSED PROJECT: This is a complete tear off and re -roof of the asphalt <br />shingles and application of architectural style shingles to the roof. There is a dumpster on site to contain <br />debris and haul it away. <br />STANDARDS AND GUIDELINES: East Wavne Street: <br />B. ROOFS AND ROOFING <br />Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are <br />covered with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles. <br />Residences in most cases have wood fascias with gutters and downspouts. The facias of some vinyl or <br />metal sided houses are covered with the same material. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the roof <br />its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, <br />cresting and weather vanes. <br />Recommended <br />Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be <br />made to retain materials such as slate, tile, and other unique materials not commonly found in new <br />construction. Roof covering which is deteriorated beyond repair should be replaced with new material that <br />matches as closely as possible the original in composition, size, shape, color and texture. Gutters and <br />downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be <br />maintained whenever possible or replaced with a style comparable and suitable to the architectural period. <br />Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by <br />adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of <br />the house. The roof shall not be stripped of architectural features important to its character. <br />Not Recommended <br />Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or <br />vinyl siding to a building. <br />STAFF RECOMMENDATION: Staff recommends approval of the replacement asphalt shingle roofing <br />material as it is appropriate to the architectural style of the house. Staff would also recommend that the <br />Commission re-evaluate the rating. <br />No Motion <br />COA 2010-0303 No action was taken.
