CHAPIN PARK STANDARDS AND GUIDELINES <br />C. WINDOWS AND DOORS <br />Window and door frames are in most cases wood and vary depending upon the style of the home. <br />Many are double hung windows with wood trim and sills. Brick structures have stone sills and <br />brick lintels. In some cases where aluminum siding has been applied, the window and door trim <br />has been covered. About half of the structures in the district have aluminum storm windows; the <br />other half have wood storm windows. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative <br />glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced <br />with units and trim resembling the original. <br />Recommended <br />Wood storm windows and doors painted or finished to match the original should be used but <br />should not damage existing frames. If new sashes or doors are installed, the existing or original <br />materials, design and hardware should be used. When metal storm doors are used, they should be <br />painted, anodized or coated to match the existing. When awnings are used, they should be of <br />canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and <br />reused in place. New window and door openings, which would alter the scale and proportion of <br />the building may not be introduced. Inappropriate new window and door features such as metal, <br />vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require <br />removal of original windows and doors, shall not be installed. <br />Not Recommended <br />Fake shutters that would detract from the existing character or appearance of the building should <br />not be used. <br />STAFF RECOMMENDATION: Staff recommends approval. The house has very <br />little of its original fabric remaining and is rated non-contributing because of the <br />extensive alterations over the decades. The original windows have been compromised <br />and the missing weights possibly scrapped by the two previous, foreclosed owners. Staff <br />recommends approval of the addition of the gutters to prevent further deterioration. <br />On a motion by David Sassano with a second by Sandra Rossow the vote was 3 ayes and <br />3 nays on COA 2009-1005A as clarified. The application was at a stalemate. Timothy <br />Klusczinski voted Nay "because the application didn't show the full proposed <br />replacement, it didn't offer sash packs in the areas where it could have offered sash packs <br />and been less invasive to the structure and the original building fabric, the house address <br />is a prominent corner house, a gateway to the Chapin Park Historic District, it is not an <br />in-kind replacement, rehabilitation options were not explored for the existing windows <br />and some of the criteria proposed as justification of the replacement options were <br />irrelevant to the windows themselves. I am speaking of the rain water and gutter system <br />and those things." Lynn Patrick reiterated President Klusczinski's comments. Jerry <br />Niezgodski expressed the same concerns as President Klusczinski noting the high profile <br />location of the house. The owner was instructed to investigate if the windows could be <br />restored as they did not appear to be deteriorated beyond repair and to investigate the use <br />of "sash -packs".
