It is a one and one half storey gabled -ell with an irregular <br />plan, set upon a brick foundation. It has a gabled roof with returns cover with asphalt <br />shingles. There is a shed dormer in the rear addition. The windows are 1/1 double hung <br />with louvered shutters. The front door is flanked by leaded glass half side -lights under a <br />covered front porch. There is a pergola after the back patio and there is a covered rear <br />porch. The yard on Forest is surrounded by a four foot wooden picket fence. <br />ALTERATIONS: The house has vinyl siding and shutters, replacement aluminum <br />storm windows and storm doors. There have been rear additions to the house. The front <br />bay window is not original to the house and the front porch section of the original <br />wraparound porch noted on the Assessor Card is all that remains. The pergola and patio <br />are later additions as well. The fence is not original. <br />APPLICATION ITEMS: Remove two Linden Basswood for routine maintenance <br />for power lines. <br />DESCRIPTION OF PROPOSED PROJECT '. : AEP/I&M is requesting that Asplundh <br />remove trees in the yard of and in the tree lawn of 802 at the comer of Manitou and <br />Forest as part of their routine tree trimming. The City Forester, Brent Thompson, <br />analyzed the trees and reported (see attached) that the tree in the tree lawn could be <br />removed because it had a hollow spot; but the others may only be trimmed. <br />STANDARDS AND GUIDELINES: <br />I. THE ENVIRONMENT <br />A. THE DISTRICT ENVIRONMENT <br />The Chapin Park Local Historic District is a particularly fine residential area located closeto <br />downtown South Bend, the St. Joseph River, Memorial Hospital and Leeper Park. This section is <br />meant to protect and guide appropriate maintenance of the common areas of the district (i.e. <br />visual landscape and streetscapes).' <br />Required <br />Brick streets contribute greatly to the character of the neighborhood. These streets have always <br />been essentially passenger car thoroughfares. The appointments of the streets (i.e. lighting, curbs, <br />horse hitches and monuments) should contribute as much as possible to their architectural, <br />historic and residential character. Retention and maintenance of existing brick streets in the <br />district is required. Repair work to fill voids and gaps must utilize brick paver materials and <br />acceptable installation methods whenever applicable. When utility work dictates the removal of <br />7 <br />
