after Commission review. Utility poles with high-intensity overhead lights should be installed so <br />that they cannot be seen from a street. The Commission will evaluate all installations as well as <br />any potential exceptions resulting from special circumstances, before granting a C of A. <br />STAFF RECOMMENDATION: This is a new and large feature being requested to be <br />erected between a non-contributing structure and a contributing structure at 813 Ashland. <br />There is no documentation that such a fence was ever erected at this property. The <br />homeowner is requesting this for security and privacy concerns. Staff recommends <br />approval of this fence and gate since it can be constructed and removed without further <br />altering the house. <br />On a motion by Linda Riley with a second by Lynn Patrick the Commission voted <br />unanimously in favor of COA#2009-0922. <br />STAFF REPORT <br />Date: October 6, 2009 <br />Application Number: 2009-1005A <br />Property Location: 601 North Lafayette <br />Architectural Style/Date/Architect or Builder: Gabled-ell/1897 <br />Property Owner: G. & J. Property Management, LLC <br />Landmark or District Designation: Chapin Park <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 601 North Lafayette is a one and one half <br />storey frame home that originally had wood siding and a wood shingle roof. The <br />foundation is a combination of brick and concrete. The house is currently sided with <br />vinyl and has long 2/2 original windows in some of the lower openings and vinyl <br />replacement windows in the balance. <br />ALTERATIONS: The house was converted into 3 apartments in 1945. A 12x12' porch <br />was added on the second floor in 1949. Asphalt shingles were installed on the roof in the <br />1940s. The porch on the first floor south side was removed in the 1940s. Exterior stairs <br />were added to access the second story apartment. The vinyl siding and replacement <br />windows are not original. The doors appear to be replacements. The house was re -roofed <br />with asphalt shingles with COA 2005-0607. <br />APPLICATION ITEMS: Replacement windows (sash only) to match windows <br />already replaced before G.&J. Property bought the property. The frames and trim will be <br />kept. Gutters will be installed. <br />DESCRIPTION OF PROPOSED PROJECT. The owners wish to replace all of the <br />original windows remaining in the house with 1/1 vinyl replacement sashes so that all <br />windows match, except for the pair of 6/6 vinyl replacement windows on the east side. <br />The exterior frames and trim will be repaired/restored. The interior frames will be <br />repaired and missing trim replaced. Gutters will be installed where needed to prevent <br />further water damage to the exterior of the house as noted in the photographs of north <br />side. <br />
