MINUTES OF A MEETING OF THE <br />HISTORIC PRESERVATION COMMISSION OF SOUTH BEND & <br />ST. JOSEPH COUNTY <br />January 26, 2009 <br />13`h Floor Conference Room <br />County City Building <br />South Bend, IN 46601 <br />President Klusczinski call the meeting to order at 7:00 <br />Members Present: Timothy S. Klusczinski, David Sassano, Mary Jane Chase, Jerry <br />Niezgodski <br />Staff Present: Larry Meteiver, Attorney; Catherine Hostetler, Director; Amy Minnick, <br />Assistant Director <br />Members Absent: Todd Zeiger, Lynn Patrick and Linda Riley <br />PUBLIC HEARING <br />COA#2008-1030. The homeowner Laura Mallozzi presented a sample of the vinyl <br />simulated wood shake siding now being proposed for the encapsulation of her house for <br />lead abatement. This product resembles the original siding application on her home. She <br />also requested bids from six painters for the painting of the exterior of her home. She <br />received only one response from Leo Burke of Burke's Painting and Power Washing with a <br />price of $5,800.00 for scraping and the spraying of one coat of paint. Ms. Mallozzi submitted <br />a letter from Charles Mc Mannis, South Bend Housing Authority Director of the Lead <br />Grant, that stated that the HUD lead grant program does not include payment painting the <br />exterior of the homes, only vinyl siding. The garage is being considered but Ms. Mallozzi did <br />not specifically ask for it in the lead grant but she thought that it would be scraped and <br />painted. Since the petitioner did not have a clear idea concerning the installation and <br />application process of the siding and the type of windows that were being proposed for <br />replacement President Klusczinski requested a motion to continue the COA #2008-1030 <br />until the February 23 meeting. On a motion by Mary Jane Chase with a second by Jerry <br />Niezgodski the Commissioners voted unanimously to Continue COA#2008-1030 until <br />February 23, 2009. Staff was instructed to follow up.with Charles Mc Mannis with a list of <br />the Commissioners questions and concerns. <br />REGULAR BUSINESS: <br />President Klusczinski stated that unless there were any corrections to the December 15, <br />2008 Minutes that the minutes be approved by Consensus. The minutes were approved by <br />Consensus. <br />Treasurer Mary Jane Chase presented the Treasurer's Report/Location Report. <br />The Correspondence folder was examined. The Staff COA Approval Report for the <br />fourth quarter 2008 and the Annual Office Activity Report for 2008 was distributed. The <br />Director's Report along with the 2009 Outreach Programs was distributed. The Assistant <br />Director's Report was distributed. Amy Minnick also drew the Commissioners' attention <br />to the National Preservation Institute 2009 Brochure in which the HPC was noted as the <br />host agency for the September 17 Cemetery Landscapes Seminar. <br />
