STAFF RECOMMENDATION: Staff recommends approval. It is not known whether or <br />not this property ever had a fence. However, fences completely enclosing yards are not <br />uncommon in the Chapin Park District especially along Navarre and Park Avenues. The <br />style of the fence compliments both the architecture and the landscaping of the home and will <br />not detract from the site. (See photos #1-5) In my discussion with the homeowner they are <br />aware that they will need to apply for a variance. <br />The homeowners were present and reviewed their project with the Commissioners. <br />It was the consensus of the Commission to entertain a motion that would allow for <br />this fence in this specific instance because of the size and location of the property; <br />and only under the circumstance that it was not setting a precedent for the Chapin <br />Park District for yards to be completely enclosed with a fence. <br />On a motion by Lynn Patrick with a second by Mary Jane Chase the COA #2008- <br />1009 was approved with that stipulation by a vote of 6 in favor and 1 against. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: October 10. 2008 <br />Application Number: 2008-1009B <br />Property Location: 319 La Monte Terrace <br />Architectural Style/Date/Architect or Builder: QueenAnne/1907 <br />Property Owner: John -Paul Augeri <br />Landmark or District Designation: Chapin Park N.R. / L.H.D. <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 319 La Monte is a two storey frame house <br />with an irregular floor plan on a brick foundation with a polygonal dormer along with <br />front and side gables. The house has a wide soffit overhand with moulded cornice. There <br />is a full front porch with moulded entablature and engaged square wood Doric supports at <br />corners only set on brick piers. The house is situated on a narrow, shallow lot close to <br />neighboring homes on either side <br />ALTERATIONS: The house has aluminum siding. There are replacement storm <br />windows. The concrete front porch is not original to the house and has wrought irons <br />railings and columns. The handrail for the front steps was installed in 2007. <br />APLICATION ITEMS: 1. A storage shed in the rear consisting of an 8 %Z x 11 foot <br />wooden shed with aluminum siding (the house already has aluminum siding). 2. A <br />wooden picket fence 4 feet tall along the east side of the property (wooden stockade <br />fences already exist on the north and west side property lines). 3. A four foot wooded <br />deck attached along the rear of the house with steps leading down each side. <br />DESCRIPTION OF PROPOSED PROJECT: #1.The homeowner would like to <br />install a ready to assemble shed in the rear of the house set on concrete block footings <br />with a wooden floor. See photos #1 & 2. #2. To install a standard stock wooden picket <br />fence along the side yard with the posts set in concrete.
