MINUTES OF A MEETING OF THE <br />HISTORIC PRESERVATION COMMISSION <br />OF SOUTH BEND & SAINT JOSEPH COUNTY <br />October 20, 2008 <br />13th Floor Conference Room <br />County -City Building <br />South Bend, Indiana <br />Members Present: Jerry Niezgodski, Todd Zeiger, Timothy Klusczinski, Mary Jane Chase, <br />David Sassano, Linda Riley, Lynn Patrick <br />Staff Present: Larry Meteiver, Attorney; Catherine Hostetler, Director <br />Absent: Amy Minnick, Assistant Director <br />Also Present: Karen Ainsley, Tim Scott and Pat Kepschull <br />President Klusczinski called the meeting to order at 7:00 p.m. He dispensed with COA#2008- <br />0708 and its letter of withdraw after conferring with counsel that no further action was necessary. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: October 10. 2008 <br />Application Number: 2008-1009 <br />Property Location: 711 Forest <br />Architectural Style/Date/Architect or Builder: Queen Anne/1897 <br />Property Owner: Karen Ainsley and Tim Scott <br />Landmark or District Designation: Chapin Park N.R. / L.H.D. <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 711 Forest is a two storey house with an <br />irregular floor plan on a brick foundation with a polygonal tower at the corner between <br />the central and south gables. It is situated on a large triangular corner lot at the <br />intersection of Portage and Forest. The lot is extensively landscaped. <br />ALTERATIONS: The house was listed as a duplex in 1932. Prior to 1949 the large <br />side porch was removed along with the front porch across the front door. By 2005 the <br />house had vinyl siding. <br />APLICATION ITEMS: Install a maximum 5' high fence round the property at 711 <br />Forest (per attached site plan A). The fencing will be an architectural steel custom made <br />wrought iron fence with a black matte powder coated finish. The end post will be 2"x2" <br />(16 gauge steel) post with a ball cap with 3 channels running horizontally 1 '/4"x 1"x 1/8" <br />with spindles bars that will be %s" x %z" solid bar with rotating finials representing a ball <br />and spear style. (See attached diagram B) There will be 3 walk though gates with locks <br />and 1 double 5' gate with lock. All fence post will be cemented into the ground during <br />installation. The fence will be 75% open completed <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to completely <br />enclose their landscaped yard with a decorative five foot tall black wrought iron style <br />fence with four gates. (Refer to copy of product brochure) <br />STANDARDS AND GUIDELINES: Reading was waived by President Klusczinski. <br />
