MINUTES OF A MEETING OF THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND & SAINT JOSEPH COUNTY October 20, 2008 13th Floor Conference Room County -City Building South Bend, Indiana Members Present: Jerry Niezgodski, Todd Zeiger, Timothy Klusczinski, Mary Jane Chase, David Sassano, Linda Riley, Lynn Patrick Staff Present: Larry Meteiver, Attorney; Catherine Hostetler, Director Absent: Amy Minnick, Assistant Director Also Present: Karen Ainsley, Tim Scott and Pat Kepschull President Klusczinski called the meeting to order at 7:00 p.m. He dispensed with COA#2008- 0708 and its letter of withdraw after conferring with counsel that no further action was necessary. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: October 10. 2008 Application Number: 2008-1009 Property Location: 711 Forest Architectural Style/Date/Architect or Builder: Queen Anne/1897 Property Owner: Karen Ainsley and Tim Scott Landmark or District Designation: Chapin Park N.R. / L.H.D. Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: 711 Forest is a two storey house with an irregular floor plan on a brick foundation with a polygonal tower at the corner between the central and south gables. It is situated on a large triangular corner lot at the intersection of Portage and Forest. The lot is extensively landscaped. ALTERATIONS: The house was listed as a duplex in 1932. Prior to 1949 the large side porch was removed along with the front porch across the front door. By 2005 the house had vinyl siding. APLICATION ITEMS: Install a maximum 5' high fence round the property at 711 Forest (per attached site plan A). The fencing will be an architectural steel custom made wrought iron fence with a black matte powder coated finish. The end post will be 2"x2" (16 gauge steel) post with a ball cap with 3 channels running horizontally 1 '/4"x 1"x 1/8" with spindles bars that will be %s" x %z" solid bar with rotating finials representing a ball and spear style. (See attached diagram B) There will be 3 walk though gates with locks and 1 double 5' gate with lock. All fence post will be cemented into the ground during installation. The fence will be 75% open completed DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to completely enclose their landscaped yard with a decorative five foot tall black wrought iron style fence with four gates. (Refer to copy of product brochure) STANDARDS AND GUIDELINES: Reading was waived by President Klusczinski.
