In a Motion by Linda Riley to approve the minutes of the August 18, 2008 meeting that was amended by <br />Timothy Klusczinski to correct the spelling on page 5 from "mutton" to "muntin" with a second by <br />Lynn Patrick the minutes were adopted by consensus. <br />Treasurer Mary Jane Chase entered the Office of the Historic Preservation Commission Location Report for <br />the month of August into the record. In response to Todd Zeiger inquiry concerning the County Budget the <br />Director responded that the Office is scheduled for a meeting on September 24, 2008with the County <br />Commissioners between 6-7:30 p.m. <br />Staff Reports <br />Director Catherine Hostetler distributed for the Commissioners' information the correspondence of the New <br />Carlisle Newsletter and the NNN's request to participate in the Art Caf6. <br />The Directors Report was distributed which is attached as Appendix A. There was a discussion of the Rotary <br />project concerning the Band Shell at Potawatomi Park, which was thought to be rated outstanding in the <br />Survey [actually it is rated Notable], and making it more handicapped accessible for patrons and performers. <br />The Assistant Director's Report was not given. The Assistant Director gave birth to a son, Quinlan James, <br />on September 14 and could be on family leave until December 8, 2008. <br />Legal Counsel gave the Commission his response to President Klusczinski's concerns about the inactivity of <br />the various district liaisons. Larry Meteiver said that there was no statutory process that the Commission <br />needs to go through to get that process of involving liaisons moving, it is basically identifying those people <br />willing to serve in each district and having at least one of them at the monthly HPC meetings especially if a <br />COA from their respective districts was on the Agenda for their input. President Klusczinski stated that it is <br />his view that it is helpful for the Commission when reviewing s COA that the Commission is aware of the <br />opinion in its respective district. He out lined two crucial tasks to allow for the information to flow to and from <br />the Commission the first was for the Liaisons to receive a copy of the monthly agenda and the other was for <br />the Liaisons to recognize new neighbors and provide them with information and the district's guidelines. <br />Lynn Patrick as chair of the Historic District Committee and has the Liaisons as part of her responsibility <br />stated that she has found very little interest. President Klusczinski mentioned that elections weren't necessary <br />if there were only three volunteers for three openings. He also stated that a detriment to liaisons attending the <br />meetings were the length of the meetings and the fact that the Hearing of Visitors was at the very end of the <br />Agenda. He stated that his goal as president was to keep the meetings short. Larry Meteiver suggested an <br />amendment to the By -Laws to move the Hearing of Visitors on the Agenda to the end of Regular Business. <br />In a motion by Todd Zeiger with a second from Linda Riley there was a unanimous vote to table the <br />motion to move the Hearing of Visitors on the Agenda with an amendment to the By -Laws until the next <br />Commission meeting. <br />President Klusczinski distributed a copy of his September President's Report which is included as Appendix <br />B. <br />Old Business: <br />Catherine responded to David Sassano's inquiry that she will meet with Hebard & Hebard on Thursday, <br />September 18 at 2:00 to discuss Monroe School. Todd Zeiger announced that the HPC did receive the HLFI <br />grant of $2000.00 to perform an independent analysis of the slate roof and possibly the windows for <br />restorability and color. This will be performed as part of HPC's due diligence and David Sassano will make <br />the arrangements with either Midland or Slatile. President Klusczinski stated that HPC does not have a COA <br />for this project but when it does the Standards and Maintenance Committee has already been charged to take <br />3 <br />
