James Schmiedeler: Okay. He described the process that they went through with the Inspector and with <br />several contractors concerning the non-operable windows and the chipping lead based paint. They felt the <br />most comfortable with the suggestion of Chris Kohler that only some of the windows need to be replaced while <br />others could be repaired, and with the proposal from Marvin for their architectural series windows. The <br />goals were to have uniform, safe and operable windows that retained the historic character of the house. <br />President Klusczinski: Any Commissioners with questions for the Petitioners. <br />Linda Riley and David Sassano entered into a discussion with Chris Kohler of Kohler Home Improvement <br />and James Schmiedeler concerning the merits of repairing over replacement of the windows. During the <br />course of this discussion Chris Kohler pointed out that some of the windows have sustained considerable <br />water damage which he did not think could be repaired without Herculean effort. James pointed out that there <br />are several of different window and storm window replacement styles currently on the house and they wished <br />to have uniformity as well as operable windows. David Sassano's concern was for the restoration of the four <br />arched front windows on the front faVade and the use of Marvin sash packs for the three front second storey <br />windows for uniformity of treatment on the front facade and not cladding the brick mold with aluminum. The <br />rest of the window replacements were acceptable to him. Todd Zeiger expressed reservations of the Marvin <br />Inserts and preferred to see windows restored but that tilt packs were an acceptable alternative. There was <br />also discussion about the lead issues caused by the window tracks and the homeowners' opposition to <br />renovation of the original windows. <br />President Klusczinski closed the discussion and moved to public hearing. Since there were no members of <br />the public wishing to speak for or against the petition he gave the Commissioners the option for additional <br />comment. At this point the Commissioners, Attorney and the homeowners discussed the options of either <br />approving parts of the COA or signing a waiver for a delay. The sentiment was not for a delay or a <br />piecemeal approach; with the Contractor agreeing to install tilt packs on the front faVade. At the request of <br />President Klusczinski, David Sassano made the following motion: <br />David Sassano: I make a motion that we allow the petitioner to amend the C of A to include three wood <br />replacement sashes for the three windows facing the fagade on the second floor. That sash is commonly called <br />a tilt pack or a sash pack which I feel to be considered a replacement in-kind. I would be wood with insulated <br />glass and a simulated divided light. <br />Linda Riley: I'll second it. <br />President Klusczinski: Before we vote, is this acceptable? <br />James Schmiedeler: Most definitely! <br />President Klusczinski: The petitioner is amenable to that, let the record show ... any additional comments? <br />Todd Zeiger: Just a clarification, that would also include not wrapping those front frames... <br />Chris Kohler: Yes. <br />President Klusczinski: All those in favor signify by saying, Aye (7), Opposed?
