Fake shutters that would detract from the existing character or appearance of the building should not be 4 <br />used. <br />GROUP B LANDMARK STANDARDS B. Treatment: Treatment shall be defined as any change <br />of surface materials that will not alter the style or original form. Such improvements include <br />reproofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or <br />detract from the character of the landmark. A treatment change of any surface whether on the landmark <br />or in its environment may require a Certificate of Appropriateness if it significantly alters the <br />appearance of the landmark. Although these kinds of changes may not require a Building Permit, a <br />Certificate of Appropriateness may be necessary. The commission should review the proposed <br />treatment for character and style consistency with the original surfaces. <br />RECOMMENDATION: The "tilt pac" replacement sashes was one of the options that some <br />Commissioners thought would be a less invasive and more acceptable alternative to a complete window <br />replacement. Staff recommends approval because the "tilt pac" sashes will leave the original window <br />frame in place. Also, the original window sashes will be stored and can be restored and replaced by <br />future homeowners. <br />Klusczinski: Thank you, Professor would you please... ? And so I'm submitting <br />this proposal for the tilt pacs, maybe I should say a few words before. After our last <br />session, in January, I called Mr. Schoberg and he came to my house with his son, and I <br />asked him about the solution of the proposal to retrofit- to restore the existing windows and <br />to add a second pane on the existing window. He told me that he would not do that. I <br />asked him to prepare a quote, and he made a quote for the restoration of my prime window <br />sashes and jambs, plus a quote for the custom wood framed glass inserts for the dining <br />room and another quote for a custom aluminum frame. So, I have that, it's here, it would <br />be between $4400-$4600 for 4 windows. <br />Klusczinski: Did he state a reason that he wouldn't do it? I'm not clear on that part. <br />Enderle: I asked him and he said that he would not do it. Probably for a (unintelligible) of <br />reasons. I don't know. I asked him explicitly you know because it was one of the options <br />that was discussed last time. The second option which was proposed also by Todd Zeiger <br />was the tilt pac Marvin windows. And, I contacted (unintelligle) and also Marvin windows, <br />in particular Bruce. He has been to my house two or three times, and so he knew about <br />that. And that's why I am proposing that solution. To look at the minutes that I got from <br />you, the tilt pac matches height and width of the existing windows, it keeps the size of the <br />glass the same, and it also eliminates the extra sill. And it is about Y of the price. <br />Riley: Will you be having the frames around the windows restored? <br />(Interrupting with gavel strikes) Klusczinski: We're not there yet. Linda, you had a question. <br />Riley: Yes, I did. Will you behaving the frame around the window restored? <br />Enderle: Not at the moment. I'm considering repainting the house within 1 year. It will be <br />necessary within one year or so. What I'm proposing is to have the sashes of the tilt pacs <br />painted the same color that they are now, but I'll leave the rest as it is for the time being <br />because I think that I need to do that with the repainting of the house which will be <br />necessary within one or two years. Right now, the painting is ok- not on the East side, on <br />the East side there are some critical spots, but otherwise, on the whole it's still in quite <br />good shape. I'm considering that in one or two years I have to think about repainting the <br />whole house. <br />Riley: Might be a better idea to do it now before you put the windows in. <br />Enderle: You mean inside the window? <br />2 <br />
