PUBLIC HEARING <br />18 Application Number: COA# 2008-0214 <br />19 Property Location: 710 Park Avenue <br />20 Property Owner: Georges Enderle <br />21 Landmark or District Designation: Local Landmark, Chapin Park LHD/NR <br />22 Rating: Outstanding <br />23 <br />24 STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This Eclectic Italianate was built for <br />25 Mary Chapin Anderson and Andrew Anderson between 1875 and 1877. Four generations of the <br />26 Anderson-DuShane family lived in this house until 1962. This is one of the most significant residential <br />27 architectural structures in the city of South Bend and in Chapin Park. <br />28 APPLICATION ITEMS: Four wood "tilt pacs", double hung (Marvin) in the bay area. Storage <br />9 of old stashed in a safe place. <br />0 CHAPIN PARK STANDARDS AND GUIDELINES <br />31 C. WINDOWS AND DOORS <br />32 Window and door frames are in most cases wood and vary depending upon the style of the home. Many <br />33 are double -hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. <br />34 In some cases where aluminum siding has been applied, the window and door trim has been covered. <br />35 About half of the structures in the district have aluminum storm windows; the other half have wood <br />36 storm windows. <br />37 Required <br />38 Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, <br />39 pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and <br />40 trim resembling the original. <br />41 Recommended <br />42 Wood storm windows and doors painted or finished to match the original should be used but <br />43 should not damage existing frames. If new sashes or doors are installed, the existing or original <br />44 materials, design and hardware should be used. When metal storm doors are used, they should be <br />45 painted, anodized or coated to match the existing. When awnings are used, they should be of canvas <br />46 material. <br />47 Prohibited <br />48 Original doors, windows and hardware shall not be discarded when they can be restored and reused in <br />49 place. New window and door openings, which would alter the scale and proportion of the building, may <br />50 not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass <br />51 awnings, hoods or aluminum insulating glass combinations that require removal of original windows <br />52 and doors, shall not be installed. <br />3 <br />—4 Not Recommended <br />
