La Salle <br />Property Owner: <br />Naomi Cassier <br />Landmark or District Designation: <br />Local Landmark <br />Rating: <br />Outstanding <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: The Neitzel House was built in 1884 and <br />re-classified as Free Classic in the 2005 City of South Bend Survey. It is a 2 storey clapboard residence with <br />an irregular plan. It has a decorated cornice and the attic storey is of wood shingles. It was built by Barnhard <br />Neitzel, a South Bend carpenter. The residence is a good example of what a carpenter could do with pattern <br />books of architectural styles which were available to the public at that time. <br />APPLICATION ITEMS: House has lead base paint. Cover house with cement board, replace gutters, <br />fascia and frieze board. Replace three windows per attached (Exhibit A). This is a HUD project. The <br />intention of the cement board is to replicate the structure of the home. Also the ornateness of the house will <br />remain the same. Also please read letter from homeowner (Exhibit B) <br />LOCAL LANDMARK STANDARDS: Group B Standards <br />A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct <br />physical change except for general cleaning and upkeep of the landmark. The Commission shall encourage <br />the proper maintenance of all structures or sites. <br />C. Renovation and Additions 2. Material Additions and improvements involving any new material in the <br />landmark should be of the same materials the original. It should be the same size and texture. An alternative <br />material may be allowed if it duplicates the original b. siding materials—The Commission discourages the <br />covering or alteration of original materials with additional siding. Structures already sided with incompatible <br />materials should be returned to a siding similar to the original when renovation is considered. <br />RECOMMENDATION: This is a proposed HUD Lead Abatement Pro gram project in which the entire <br />house is required to be encapsulated. The HUD Lead Abatement Program does not allow for a partial <br />covering of the house. Therefore staff cannot recommend approval since the cement board cannot replicate <br />all of the architectural features (Exhibit C) and trims that are on this building. With regard to the windows <br />the applicant did not realize that Window World's proposal was for all of the windows so only the three <br />appeared on the COA application. The proposal is to replace all of the windows in the house with vinyl <br />replacement windows and wrap the sills and casings as part of the HUD lead abatement project. The Staff <br />does not recommend approval. The windows are in very good condition and do not need to be replaced. The <br />only reason for this COA is so, that the applicant can avail themselves of HUD grant money instead of <br />painting the house. <br />Klusczinski: Thankyou, Are you prepared to..? <br />Czarnecki. And for the record, you're not the property owner, you're acting on the <br />property owners' behalf. <br />Czarnecki: That's correct. <br />Klusczinski: And you've provide staff with some evidence...? <br />Czarnecki :Yes, the letter from Naomi giving me the authority to be here. The house is in <br />very bad condition in terms of the paint peeling off of the house. And so we would like to <br />reside it. I've brought Pete with me here from Window World who's brought some of the <br />materials with him and to try to duplicate to the originality of the home and it's existing <br />condition. At the time, as was stated, I'd thought that all of the windows were in the first <br />exhibit, but it's not it's just three of them, but we are asking for all of the windows to be <br />replaced. And again, the other three windows will be as close to the original as possible, <br />As the house is over 100 years old, obviously structures have changed, but we will try to <br />duplicate I have pictures, here to show you how closely we will duplicate the house to it's <br />original condition. <br />Klusczinski: Are there any Commissioners that have questions for the petitioner? <br />Sassano: Where is the lead paint? <br />5 <br />
