Sassano: Just to give me a general understanding does the Dollar House program
requires a minimum of a $75, 000...?
Maradik: No, it differs according to each property based on the specifications that are
created for that house.
Sassano: So, what can you tell us specifically about this house?
Maradik: For how much the...?
Sassano: Yes, what the expect amount that the owners will be expected to ...
Maradik: I believe it's $60,000.
Sassano: And that's in addition to what you're spending?
Maradik: Yes, that's in addition to.
Sassano: And so that's your goal to bring it to a certain minimum level?
Maradik: Exactly, so that they don't have to over invest. So that in the end their
property isn't worth less than what they spent.
Sassano: Is there a potential purchaser at this point?
Maradik: No, right now we're waiting to get these repairs completed before going to
another lottery.
Sassano: It just strikes me as odd that you would make the decision without knowing
what you're getting into. The first thing you'd want to do is remove the siding, and since
there is no homeowner, and there is no schedule that somebody is waiting to move in,
certainly leaving it exposed to have to come back in to this process again isn't going to
cause any kind of significant damage even if it's in horrible shape.
Maradik. • The process that we have to use is through the City's Board of Public Works
and we're hoping to be able to bid it out so that we can have the raffle by late summer.
And so when we bid it out to a contractor, we have to have those specifications.
Sassano: Do you have to bid it out to remove the aluminum?
Maradik: I think that we wanted to complete all of those exterior improvements before
turning it over to a homeowner, yes.
Sassano: I guess what I'm asking is could you just have someone remove the aluminum
without bidding it through Public Works.
Maradik: No.
Sassano: My guess is that you could probably get someone to do it for free. I sure would
like to see what we're dealing with; I'm not very comfortable approving the replacement
of materials when we have no idea what the condition is.
Klusczinski: And when the replacement material isn't necessarily in-kind to anything that
might be underneath.
Sassano: And it would give you a much better chance to see what the windows are really
like. To see if the windows really do need to be replaced then it's much easier to make
that case.
Maradik: Well, it's just the sash kits that we're asking to replace.
Sassano: Yes, but you don't know the condition of the frames, the sills the trims, many of
which could have been covered or maybe cut it looks like the sills were probably cut.
Chase: You know, I know that you've worked on a number of other homes, but mostly you
have torn off to see what's underneath, I've never seen a home that you didn't tear
something off to see what you're working with. And my other question is has this siding
been used before?
Maradik. Yes. The Smartsiding, you mean has it been used in houses around here? Yes..
There were a couple of pictures in your packet of houses that already have it on them.
Sassano: The product itself is not my problem, just the general approach to the design.
You're specking a dimension and we don't even know what the dimension is, I mean
how do we know that we're not going to find 4 inch boards? Are you going to find
existing corner boards? Will there be soffit boards?
Maradik: All of those things, the corner boards and all of that are things that they do put
on.
3
