wood surfaces, the siding should be the same size and style as the original wood. Every effort should be <br />made to retain original trim around windows, doors, cornices, gables, eaves and other architectural features.... <br />C. Windows and Doors: Required: Original windows and doors shall be retained including sashes, sills, <br />shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be <br />replaced with units and trim resembling the original. Prohibited: Original doors, windows and hardware <br />shall not be discarded when they can be restored and reused in place. New windows and door openings, <br />which would alter the scale and proportion of the building, may not be introduced. Inappropriate new <br />window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass <br />combinations that require removal of original windows and doors shall not be installed. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of items 2, 3 & 5. Item 1, staff recommends that the original windows be retained <br />as they appear to be in good condition and that new storms and screens be approved. Staff recommends <br />approval of item 4 with the condition that if any architectural features, decorative siding and trim, etc., are <br />uncovered with the removal of the aluminum siding that they be left exposed or replicated with the LP <br />Smartside products. <br />Maradik.• Liz Maradik with the City of South Bend's division of Community Development, <br />1200 County City Building. The city is requesting a C of A for work to be completed at <br />510 Lindsey Street in conjunction with the Dollar House program. The premise of the <br />program is that the City purchases a property and conveys it to a homeowner with the <br />agreement that they will complete specific rehabilitation to the property within one year. <br />The city has the opportunity to complete selective repairs to the properties prior to <br />turning it over to the new owner. However, the cost of these repairs and acquisition is <br />not to exceed $45,000. The purpose of the program is help make it financially feasible <br />for a household to rehabilitate a property within the City of South Bend without having to <br />over invest to bring it up to quality. The City is requesting an in-kind replacement of all <br />windows with Kolbe and Kolbe wood sash kit replacements. The City recognizes that the <br />staff recommendation is not to allow this but the windows are not in good condition and <br />would need significant work to be functional and weather tight and as such the City <br />requests that the Commission consider an in-kind replacement. <br />Klusczinski: Are there any questions for the petitioner? I have one for staff. The current <br />condition of the house is derelict and non-contributing? <br />Hostetler: It's not derelict, it's non-contributing. I mean it's not like falling apart or <br />anything. <br />Klusczinski: I have one particular consideration for the product material, the LP <br />Smartside. I wasn't sure if what you were attempting to present was something that <br />might be in-kind to clapboard style that you might be found under that house. I couldn't <br />find any evidence of anything that was a clapboard model. <br />Maradik: The one that would be used is found on Page 5. It's the Precision Series <br />Smooth Lap. <br />Klusczinski: Catherine, do we have any way of knowing right now if there would be <br />clapboard siding on that house once the aluminum siding is removed? I mean, <br />potentially so. <br />Hostetler: Foursquares typically had that on them, but I did not pull apart any of the <br />siding to check on that. <br />Sassano: Is the intention to remove the vinyl or aluminum is it aluminum? <br />Maradik: It's aluminum right now. <br />Sassano: If it's aluminum it more than likely has the furring strips and you're going to <br />find clapboard underneath it. And then you're just going to cover that back up again. <br />Maradik.• Yes. <br />Sassano: Is there a reason that decision has already been made on how to proceed when <br />nobody really knows what the condition is to begin with? <br />Maradik: Just in general, the thought is that we want to provide a material that will <br />withstand a period with time without necessarily needing maintenance as far as painting <br />it. <br />2 <br />
