CALL TO ORDER, ROLL CALL: President Tim Klusczinski called to order at 7:00 pm. Quorum was <br />duly established. <br />II. PUBLIC HEARING <br />Application Number: 2008-0512 <br />Property Location: 510 Lindsey <br />Property Owner: City of South Bend <br />Landmark or District Designation: Chapin Park LHD <br />Rating: Non contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This American Foursquare was built in <br />1903. Clifford and Esther Snell were the first residents of this house. Clifford was a bookkeeper for an oil <br />company. The Snell family resided there until 1932. <br />APPLICATION ITEMS: The City of South Bend plans to make selective repairs to the property at 510 <br />Lindsey as part of the Dollar House Program. The City is requesting permission to do the following: <br />1. Replace all windows with Kolbe and Kolbe wood sash kit replacement windows. <br />2. Remove the concrete steps/porch on the west side of the property, which was previously used as the <br />entrance to the second floor apartment. (See Attachment B for photo of porch) <br />3. Remove wrought iron railing and posts from the front porch and replace with railing and posts in a style <br />similar to surrounding architecture. (See attachment B for example) <br />4. Remove existing aluminum siding and install LP Brand smooth "Smart Siding" that will match the reveal <br />of the original siding. (See Attachment B for example of Smart Siding") <br />5. Repair crack in northeast corner of foundation by tuck -pointing. <br />STANDARDS AND GUIDELINES: <br />I. The Environment B. Building Site, Landscaping & Accessories <br />Recommended: New site work should be based upon actual knowledge of the past appearance of the <br />property found in photographs, drawings and newspapers. New site work should also be appropriate to <br />existing surrounding site elements in scale, type and appearance.... <br />II Existing Structures A. Building Materials <br />Original exterior building materials in the district include brick, stucco, clapboard, wood shingles and brick or <br />stone masonry. In some instances vinyl, composite and aluminum siding have been applied over the original <br />material <br />Required: Original exterior building materials shall be retained when possible. Deterioration of wood <br />materials shall be presented though repair, cleaning and painting. The existing architectural detail around <br />windows, porches, doors and eaves shall be retained or replaced by replicas of the same design when <br />deteriorated beyond repair.... <br />Recommended: Whenever possible, the original building materials should be restored. When maintaining <br />or repairing original siding is not feasible aluminum, vinyl or composite siding may be used. When used over <br />
