South Bend Redevelopment Commission <br />Regular Meeting - June 6, 1997 <br />6. NEW BUSINESS (CONT.) <br />k. continued.... <br />The rental rehab program is a ponderous administrative task. All performed at no return to the City of <br />South Bend, for the cost incurred. However, the points the Commission made are quite correct, so we <br />endeavored to come up with a monitoring plan. <br />After the ten years of the original contract and mortgage elapse, the Bureau of Housing lacks the <br />jurisdiction to require enforcement of standards through the Rental Rehab Program. However, the <br />Department of Code Enforcement has the upkeep of property as their primary task. <br />Our proposal is to perform a drive by of each unit once the ten years have lapsed. (Those houses under <br />mortgage%ontract with us will continue to receive a whole house inspection). If on the drive by, it is noted <br />that maintenance or rehab work needs to be completed, Code Enforcement will be notified of the <br />deficiencies and will begin the process of dealing with the issue as a Code problem. Further, our proposal <br />is to continue this process for three years. At that point some sort of pattern should be formed. If the <br />landlord is found to be a consistent violator during the three-year period, the Bureau of Housing will <br />continue to monitor the property on an annual basis for an additional three year period. <br />I hope the Commissioners find this plan acceptable. <br />cc: Jon Hunt <br />Mary Beth Thompson <br />Ernestine Ligon <br />Ms. Auburn stated that even though the <br />mortgage is paid off and the Commission <br />doesn't have as much direct control at <br />that point, she would like to see <br />something put into the agreement, that <br />when the client pays off their loan that a <br />waiver is done. Ms. Kolata stated that the <br />clients are waived year -by -year. Ms. <br />Auburn stated that she would like to see a <br />provision put in the agreement that would <br />be a part of the client's pledge to continue <br />to keep the property in compliance with <br />Code Enforcement regulations and <br />requirements. <br />H:\HOME\ CPHIPPS \WPDATA \COMMSN\060697.MIN -19- <br />
