269 Recommended <br />270 New site work should be based upon actual knowledge of the past appearance of the property found in <br />271 photographs, drawings and newspapers. New site work should be appropriate to existing surrounding <br />272 site elements in scale, type and appearance. Plant materials and trees in close proximity to the building <br />— 3 that are causing deterioration to the building's historic fabric should be removed. However, trees and <br />— 4 plant materials that must be removed should be immediately replaced by suitable flora. All high <br />275 intensity security lig should be ap by th e Historic Preservati Comm ission. <br />276 - - -- Prohibited <br />277 No changes may be made to the appearance of the site by removing major landscaping items, trees, <br />278 fencing, walkways, outbuildings or other elements before evaluating their importance to the property's <br />279 history and development. Front yard areas shall not be transformed into parking lots nor paved nor <br />280 blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the <br />281 setback line of the house. The installation of unsightly devices such as television reception dishes and <br />282 solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. <br />283 Not Recommended <br />284 Telephone or utility poles with high- intensity overhead lights should be installed so that they cannot be <br />285 seen from the thoroughfare. <br />286 RECOMMENDATION: The Staff recommends approval as careful attention to all of the details has <br />287 been given to this project so that it conforms to the East Wayne Street Standards and compliments the <br />288 site in all of its aspects. The pool will be located within the footprint of the current tennis court. The <br />289 pool will be in- ground will not be visible from the street from any angle. The landscaping design <br />290 elements replicate the existing materials and plantings. The ornamental and perennial gardens are <br />291 located where Mrs. Woolverton had her rose gardens. <br />292 Klusczinski: Is the petitioner present? <br />293 Place: They are not, I'm Andy Place representing the petitioner. <br />294 Klusczinski: Can we get that one more time? <br />295 Place: Yes, Andy Place, address is 50760 Marine Court. <br />296 Klusczinski: Would you care to make any opening comments? <br />7 <br />Place: Basically, we're just trying to replace the tennis court that wasn't particularly being <br />8 <br />used. There's extensive landscaping around this structure right now and an in ground pool <br />9 <br />in the same location will be used more than the tennis court is. The tennis court is a bit old <br />300 <br />and dated and needed a lot of work to get it to be played on. In reference to some of the <br />301 <br />site along Jefferson Blvd, there is an extensive slope, probably 7 ft, that you really can't see <br />302 <br />the tennis court anyway. The only reason why you'd know that it was there is because <br />303 <br />there's a high fence towards the back of the yard. There's also one of the Studebaker cabin <br />304 <br />homes that's off of Sunnyside that blocks quite a bit of the site lines in that area as well. <br />305 <br />Klusczinski: Do you know when the tennis courts were installed? <br />306 <br />Place: I don't. I do know the owners said that they were there previous to them purchasing <br />307 <br />this home, more than 7 years ago. I can't say that they have spent extensive amounts of <br />308 <br />money on the property... <br />309 <br />Klusczinski: So they're relatively new, they're not original details? <br />310 <br />Place: What's that? <br />311 <br />Klusczinski: The tennis courts. <br />312 <br />Place: The tennis court is not new but a lot of the, there's a walkway and a pond and some <br />313 <br />other features that have gone in around it. <br />314 <br />Klusczinski: Ok. Any other questions for the petitioner? <br />315 <br />Zeiger: You're not proposing any new fences for around the pool? <br />316 <br />Place: I don't believe so, Tim, the landscaper, can... <br />317 <br />Hostetler: They're having a special covering on the pool. <br />318 <br />Zeiger: So the answer is no? <br />319 <br />Bowadiel (sp): No additional fences. <br />320 <br />Riley: The property is enclosed by a fence already, it's not secure but there is a fence there <br />1 <br />already. <br />2 <br />
