President's Report — Tim Klusczinski <br />7/24/07 <br />Sent HPC response to South Bend Tribune "Our Opinion" editorial "Preservation a matter of <br />time" (07/20/07). Submission was originally entitled: Marquette: Enduring the PAST and <br />PRESS -ent ". Tribune later changed this to "Commission has acted appropriately to save <br />Marquette" when published as "Michiana Point of View" feature (08/03/07). Most other article <br />content remained unaffected. <br />7/29/07 <br />City Celebration: Cabin Days <br />I visited Leeper Park East to scope out the events at the Navarre Cabin and took event pictures for <br />the next "Commission Courier." Mr. Navarre was not at home when I stopped in. Instead, I did <br />find Mr. Alexis Coquillard - his financial backer. Mr. Coquillard spoke about the local fur - <br />trapping industry, the river, and some of the environmental challenges. He was also in favor of a <br />formal name for the area... something like "Southhold ?" Seems like a fine idea to me. Maybe <br />it'll catch on... <br />Attendees, especially the children seemed to be having a GREAT time, despite the HOT and <br />sunny climate. The campfire seemed almost, unnecessary. Activities included a show -n -tell on <br />period tools, candle making, and interaction with the players dressed in period attire. <br />I wish to thank the Center for History and the City of South Bend for their partnership, dedication <br />and effort in promoting our local history. <br />8/3/07 <br />12:53PM: Observed construction project at 318 W. Navarre Street (Chapin Park) where basement <br />windows had been removed from openings and damaged beyond repair. A "Bobcat" was parked <br />in the back yard. I spoke to Mike Balmer and Mike Brzezinski who were performing the work. <br />No documentation was displayed in the windows, so I asked the men to show me the permits for <br />the work. They said "we don't know anything about that" and "that would be Richard. " When I <br />inquired further, they admitted that Richard Guntle of Home Service was the General Contractor. <br />Bruno owned the Bobcat equipment and was contracted by Richard. Mr. Balmer called Richard <br />on his cell phone to inform him that "someone from the city was asking about permits." Mr. <br />Balmer relayed that Richard was in the process of getting one. I asked both men if they were <br />employees of Richard, they said "no." They said they were doing the work for "Collier's Glass <br />Block." I inquired if they were employees of "Collier's Glass Block," they said "no." I suggested <br />that that would make them "subs ?" They agreed. I asked for their company name. They <br />couldn't offer one and stated that they were doing the work "independently." I asked if they were <br />licensed, bonded and insured. Mike Brzezinski said "no." Mike Balmer interrupted and said <br />"yeah." Although they were unable to substantiate their status, at that time. <br />I informed the men that they were performing work in the Chapin Park Local Historic District. <br />That the Historic Preservation Commission of South Bend and St. Joseph County must approve <br />work that changes exterior features. I also mentioned that" if' the project had not been reported <br />to the HPC, it "would be" a violation of the ordinance. I told the men that I am compelled to <br />report this activity to the HPC. The Building Department would also learn about it. I admitted <br />17 <br />
