new porch. #3. Staff recommends approval as Mr. Exner will be restoring a feature more in keeping with the
period of the house and eliminating a non - conforming one.
Mr. Exner is currently in California. He can be contacted at 831 421 9577 and will be available at that
number on July 17 for questions. Individual commissioners with questions can contact him at that number
before the meeting for clarifications.
Linda Riley: What is the siding on the house currently?
Catherine Hostetler: It's been removed. It was aluminum.
Linda Riley: On the rest of the house though...
Catherine Hostetler: It's all gone, all been removed. It's clapboards. They're going to repaint the house
once the porch is done, I believe that was in the staff report.
Lynn Patrick: I'm correct, Catherine, that the homeowner is not present? So, we'll skip over recognizing
the homeowner, and go directly to the Chair recognizing commissioners with questions. Other questions?
Catherine Hostetler:Exhibit B states that all painting will be in accordance with Historic Landmarks
Foundation oflndiana guidelines titled 'Exterior wood paintingprocedures necessary to obtain a 12 -15
year paint job'. And that's up here in exhibit B.
Todd Zeiger: That photo that you're passing around now, shows the home without the aluminum siding
on it, which I think is outstanding. My question is what is the intention of the home owner with regards to
the belt course that has been removed from the side? Did they ask for that work to be done as apart of
this CoA?
Catherine Hostetler: No.
Todd Zeiger: So how are we supposed to deal with that?
Catherine Hostetler: Well...
Todd Zeiger: I don't want to hold this project up, but something is going to have to happen when you
look at that belt course is gone.
Catherine Hostetler: We could put that in as a recommendation.
Lynn Patrick: Can you define for me what the belt course is?
Todd Zeiger: You're looking at this picture, and its hard in black in white, but in the middle between the
second floor...where the second floor comes down and meets the first, the siding changed color from
brown to white, in between the brown and the white, it looks like black ice and water shield has been put
up there to cover it. That space is where that siding came down and flared out, and had a little crown
underneath it ... its called a belt course and it Hairs out. And that was chopped off which happens a lot to
these houses that are sided. I'm just curious... it was just a decorative feature, it may have had some
practical use, but ... (muffled conversation)
Catherine Hostetler: I think that its called a bell course, not a belt. A bell course because itHairs out
like a bell.
Mary Jane Chase: Is there anything in the standards that if it was there that it must be replaced? How do
we deal with that?
Catherine Hostetler: Because it was it was removed, and they're trying to go back, we can ask them to
restore that. The intention of the homeowner is basically to restore this house.
Todd Zeiger: My intention was not to hold them up for a month, waiting to come back for another CoA,
so that we don't have to have them come back in.
Catherine Hostetler: I think that they'd be amenable to that, I don't think that they'd have a problem.
Shawn Peterson: As a suggestion, you could authorize staff to approve the remainder as long as you
give them some parameters.
Martha Choitz: Are they going to replace the whole front porch?
Catherine Hostetler: Yes.
Martha Choitz: And that was already agreed?
Catherine Hostetler: That was the diagram that was included in your packet.
Martha Choitz: I thought so, but it didn't really tell me in so many words that they'd agreed that they
were going to put the entire porch back.
Catherine Hostetler: Yes.
N
