CALL TO ORDER, ROLL CALL: Lynn Patrick called the meeting to order at 7:32 pm <br />H. PUBLIC HEARING <br />A. CERTIFICATES OF APPROPRIATENESS <br />1.2006 -0626: 1097 Riverside Drive <br />The Chair recognized Catherine Hostetler to read the Staff Report. <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This American Foursquare was built in <br />1906 by Emma Lockstidt Schweitzer and Frederick H. Schweitzer. The house was owned by members of <br />the Sibley family from 1946 through 1967. <br />APPLICATION ITEMS:: 1. Demolish non - original concrete enclosed front porch and restore porch <br />with original dimensions, brick piers and wooden columns with the following details and per attached <br />drawings (Exhibit A). The brick supports and piers will have brick that matches foundation, tongue and <br />groove wooded porch deck (26'x8'); hip roof with 14" overhand to match main roof; pediment on porch <br />roof centered over front door; asphalt shingles and gutters to match main roof with downspouts as needed; <br />tongue and groove bead board ceiling; brick steps, slate topped knee walls; railing with' 1 -1/4" square <br />balusters and wooden lattice porch skirts between brick supports (similar to other Riverside Drive area <br />porches like 1075 Riverside Drive). Remove Arborvitae at northeast corner of house for construction of <br />porch. <br />2.Construct a small vestibule (7'x3.5') on front porch with the following details: (See Exhibit <br />A) centered on existing front door opening, siding and trim to match first story of main house, <br />period -style 9 light wood entry door with dual side lights and tongue and groove bead board <br />ceiling. Replace non - original front door with vintage door having a large glass area. Retain <br />original doorframe. <br />3.Construct a new wooded roof over existing side -door stoop and stairs to replace existing non- <br />original aluminum roof per attached drawing (Exhibit B). Asphalt shingles to match main roof, <br />hip roof to match pitch and elevation of front porch, 2X radiused brackets, tongue and groove <br />"bead board" ceiling, gutters to match main roof with downspout on East side. <br />RECOMMENDATION: #1. Staff Recommends approval. Mr. Exner has been working with Preservation <br />Specialist, Wayne Doolittle on this project during the past few months to ensure that it stays within the <br />guidelines. The 1932 Assessor Card shows a front porch across the entire front of the house. Mr. Exner has <br />been in contact with a member of the Sibley family who has verified that the current porch was built after <br />1958 and enclosed in 1986. The aluminum siding has been removed and revealed the pier and column witness <br />marks. The proposed new porch will conform with other porches of the same period in the neighborhood. #2. <br />Staff Recommends approval of this vestibule as, it will be constructed in such a way as to fit onto the porch <br />floor and beneath the porch ceiling which will allow it to be removed without compromising the house or the <br />
