MARTHA CHOITZ: I think that we should table this for a month and have John and <br />Joann both write their opinions and anyone else who has any and give them to the staff <br />and have Todd Zeiger work with the group. <br />CATHERINE HOSTETLER: The state has already signed off on it, but if it's the <br />policy of the commission to override the state and hold up the grant monies and the <br />whole project, then staff should have been notified when the commissioners received <br />their packets on Saturday a week ago that they expected to have someone here from the <br />state or the person that put together this proposal. <br />JOHN OXIAN: We always do. When we have something from a property owner <br />doesn't the property owner usually appear? If we have some major questions and the <br />property owner isn't here, we usually table it and ask them to come back the next time. <br />So, why shouldn't we be doing it for this? <br />CATHERINE HOSTETLER: The expert that they have is from out of state, John. So <br />we would have had to have some contact prior to right now. <br />JOHN OXIAN: There should be some type of expert here locally who is going to be <br />overseeing and inspecting this project to make sure that everything that is being proposed <br />in this C of A is done correctly. <br />JOANN SPORLEDER: I am raising these questions because I have done a fair amount <br />of research for years and years on log houses. I have been involved with the moving and <br />restoration of several log houses in Illinois. I am somewhat familiar with some of the <br />items mentioned in this C of A. If we're not trying to get it back to an 1830's look then <br />what is being proposed here; I guess, is a perfectly legitimate thing to be doing in <br />restoring the log cabin which obviously needs some attention because probably some of <br />the logs are deteriorating as well as other things about it. <br />TODD ZEIGER: The intent of the grant was to simply address a variety of substantial <br />issues with the Navane log cabin. The Navarre log cabin has been closed and the <br />Historical Society can no longer hold Cabin Days at the site because of its dire condition. <br />If there is not rehabilitation work undertaken on this building, it is going to suffer serious <br />consequences. Basically the entire bottom of this cabin is gone and it presents a public <br />danger. I can provide the entire report to the commission. It is about 50-60 pages long <br />with drawings, if the commission feels it is necessary to review it. <br />MARTHA CHOITZ: I will make a motion that application 2005-1005, the Navarre <br />Cabin Restoration in Leeper Park, be tabled and put into a special committee for the <br />restoration of the Navarre Cabin. This committee will consist of Lynn Patrick, Joann <br />Sporleder, and John Oxian. <br />JOANN SPORLEDER: Seconds the motion and it passes. Todd Zeiger abstains. <br />TODD ZEIGER: I would also ask that this special committee please expedite their <br />deliberations on this, so that we can move it forward. Because, depending on the changes <br />you make, we may need to take this all the way back down to the state. Last time, it was <br />a 60 -day review. So, we need to get this special committee together as soon as possible. <br />3. 2005-1006; 628 Park Avenue <br />JULIE SCHUTTE: The owners had difficulty with their computer before the C of A <br />application was submitted, so Catherine is passing out two site plan options. (See staff <br />report, project description, pictures, and options property attached to C of A in HPC <br />meeting binder). Property owners, Sarah Micklem & Cornelius Eady, were not present. <br />
