The District Environment (p.14) The Chapin Park <br />163 District is a particularly fine residential <br />164 area located close to downtown, adjacent to <br />165 the central city, the St. Joseph River, and <br />166 Leeper Park. This section is meant to protect <br />167 and guide appropriate maintenance to the <br />168 common areas of the district (i.e. visual <br />169 landscape and streetscapes). <br />170 Required (p.14) <br />171 Curving brick streets contribute greatly to the character of the <br />172 neighborhood. These streets have always been essentially passenger <br />173 car thoroughfares. The appointments of the streets (i.e. lighting, curbs, <br />174 horse hitches and monuments) should contribute as much as possible <br />175 to their architectural, historic, and residential character. <br />176 Retention and maintenance of existing brick streets in the district is required <br />177 Repair work to fill voids and gaps must utilize brick paver materials and <br />178 acceptable installation methods whenever applicable. <br />179 When utility work dictates the removal of street sections (pavers), the original <br />180 materials will be reinstalled. <br />181 Brick streets shall be patched with pavers. Concrete, asphalt, fillers and similar <br />182 materials may NOT be used. <br />183 All original streetlights shall be maintained, especially the George Cutter <br />184 "Park View" streetlights designed by the Cutter Company for this <br />185 neighborhood. Present efforts by the Neighborhood Association and <br />186 the Historic Preservation Commission to restore "Park View" <br />187 streetlights to the district shall continue. Any change in lighting must <br />188 receive approval of the Historic Preservation Commission. <br />189 New or different fencing in public areas will require a CoA and shall <br />190 reflect the style and character of the property and the surrounding <br />191 environment. <br />7 <br />
