Guideline Components (p.12) Statements within the <br />133 guidelines, which specify the requirements and <br />134 recommendations for the preservation of the <br />135 characteristic relationships of the various features, <br />136 which are of significance to the appearance of the Local <br />137 Historic District. <br />138 "Shall" is defined as an expression of something that is mandatory or <br />139 must be done. <br />140 "Should" is defined as something that ought to be done but that is open <br />141 to compromise. <br />142 E. Guideline Categories (p.12) Guidelines for the district <br />143 will address each of the Elements of Preservation <br />144 individually within four divisions of classification. At <br />145 the time of implementation of an historic district, the <br />146 commission will work with the respective neighborhood <br />147 association to select the desired category of placement <br />148 for each of the Guideline components. These categories <br />149 are as follows: <br />150 (el) Required: Defined as work which shall be done in a restoration or <br />151 rehabilitation project in order to restore or maintain the original or <br />152 existing character of the structure or site. <br />153 (e2) Recommended: Defined as work, which should be done to help restore <br />154 or maintain the original or existing character of the structure or site. <br />155 (e3) Prohibited: Defined as work which shall not be permitted in a <br />156 restoration or rehabilitation project because it may have a negative impact <br />157 on the original or existing character of the structure or site. <br />158 (e4) Not Recommended: Defined as work, which should not be undertaken <br />159 in a restoration or rehabilitation project because it may have a negative <br />160 impact on the original or existing character of the structure or site. <br />C. <br />
