5. Out of the number of C of A's that we have had before this commission, we have <br />possibly turned down only five in thirty-one years. This is one of the most lenient <br />commissions in the United States and this commission has only gone to court twice in <br />thirty-one years. <br />Lynn Patrick made the following comments: <br />1. The small single bungalows that were built in the 1920's are also considered historic <br />and have tremendous worth. <br />2. Agreed that the HPC is one of the most lenient commissions in the state and are <br />willing to negotiate with people to come up with workable solutions. <br />3. Agreed Temple Beth -El and commission members should have a future meeting to <br />discuss a compromise for the historic homes on Marion Street. <br />(Other commission members made general comments as well) <br />John Oxian stated that the day that the district is established by the Common Council is <br />the starting point from where you make a judgment on a house, or building, or anything <br />else. We as a commission cannot judge your house, or your building, or anything else <br />from what existed prior to that time. <br />LYNN PATRICK: I would like to make a motion that we take this before the Common <br />Council within the ninety days after we have met with Temple Beth -El and interested <br />neighborhood residents and come to an understanding and resolution of our <br />disagreements. <br />GERALD UJDAK: Seconds the motion and it passes unanimously. <br />John Oxian stated that according to the bylaws and resolution number nine that hearing of <br />visitors should be at the end of the agenda. <br />Don Sporleder stated that on November 15'h is the 12T annual Indiana Conference on the <br />environment. It is scheduled for an all day session in Indianapolis. I would also <br />encourage the input of the commission at that session which is sponsored by I&M and the <br />Department of Natural Resources. I also had an opportunity to spend some time with <br />MOT and the federal highway Commission in Bloomington at the workshop on the <br />Transportation Enhancement Program. That is an arena that is very important because it <br />does fund historic projects, transportation, as well as the trail projects. We do have that <br />Michigan Street linkage of the east and west portions of Leeper Park, which would be an <br />ideal thing for consideration for transportation enhancement funding. The middle of <br />January is the deadline for those applications, so let's see what we can do. <br />III. REGULAR BUSINESS <br />A.
