Marion — homeowner for fourteen years <br />Rebuttal <br />KOLIN HODGSON: I have a lot of respect for people who have been in the <br />neighborhood for a long time that have taken care of their homes and have improved their <br />homes. I think in the last ten years we have improved our home as well. I also think that <br />there is some misinterpretation of the way the standards would be enforced. I can think <br />of a few examples with my house in particular where something I have done is not <br />recommended; but, that's also something I can go ahead and do because it's in the not <br />recommended category, not the restricted or not allowed category. I have heard some <br />comments tonight about restrictions that I don't think are correct. <br />I think that we all could stand to take a little closer look at the standards and that's <br />something that the Chapin Park board would like to do with some members of the <br />commission. I don't know if you have been approached on that or not? Have you been <br />approached to have another meeting with us? (Commission answered no), you may be <br />soon. <br />The Chapin Park board obviously thinks there is some value to having the protection <br />that the proposed ordinance would allow us. And as I said before, none of us are under <br />the impression that we would have absolute authority over our own destiny and that there <br />would never be any encroachments or any poor low standard housing ever under any <br />circumstances. <br />We also feel that if we have an opportunity to protect the neighborhood, we have a <br />responsibility to take a look at that opportunity and weigh both sides and see if it is <br />appropriate for us. To this point what we have done is we have put together standards <br />with the Historic Preservation Commission that we think could be acceptable to the <br />neighborhood and acceptable to South Bend at large. We still feel that we have done <br />that. We don't look at this commission as a board that would restrict people from living <br />their lives or enjoying their homes. I personally don't feel that way and I don't think I <br />have seen that behavior from this board. <br />Ouestions and comments made by commission members. <br />John Oxian made the following comments: <br />1. What the difference was between shall and should regarding the standards. <br />2. There is a house on Marion Street that is a landmark and Temple Beth -El should sit <br />down with the individuals from Chapin Park and the commission and try and come up <br />with some sort of compromise. <br />3. Temple Beth -El should also be open to moving houses instead of demolishing them. <br />4. The people that are opposing the standards should sit down and read through them <br />thoroughly and if they don't understand them, and if we approve them, then they <br />should come back and ask the commission to interpret the standards for them. <br />5 <br />
