Sieradzki from building his development; because, we can't stop progress. All I would
like to do is buy one lot from him, develop it, and if not; then at least get the area saved
some how.
DIANE WROBEL - ILLES: If we wanted to have a tour of the barn, who would we
have to talk to?
TIM JANOWIAK: You should talk to Mr. Sieradzki or Mr. Hardig, who is their
attorney.
Lynn Patrick suggested that maybe they could put together a tour for those
commissioners that haven't been through the barn or through the area with permission
from the present property owner.
JOHN OXIAN: I want to make a motion that we send the whole plot as based on his
development plan down to the county council for land marking.
DIANE WROBEL- ILLES: Seconds the motion and it passes unanimously.
II. PUBLIC HEARING
A. CERTIFICATES OF APPROPRIATENESS
1. 2005 -0801; Portage Corridor/East Navarre Intersection
Chapin Park Local Historic District/NR
CATHERINE HOSTETLER: (See staff report, drawing, and picture attached to C of
A in HPC meeting binder). Karen Ainsley, NNN, Carl Littrell, Engineering Department,
Elizabeth (Liz) Maradik, South Bend Community Development were present.
KAREN AINSLEY: You probably have noticed already on Portage that we have done
some streetscape improvements. You may have also seen some more going on around
King Street and then again at the Allen and Humboldt intersection. This is part of a
beautification project that is going on to try and add some greenery to areas and also calm
traffic and hopefully keep things a little more pedestrian friendly so it is safer for folks.
MARY JANE CHASE: Will there be any traffic signs like yield, stop, etc?
CARL LITTRELL: The intersection is currently marked with a yield sign for the
Navarre traffic. That would be replaced by a stop sign for Navarre traffic.
JOHN OXIAN: I will make a motion that the C of A for this project be approved as
presented.
MARY JANE CHASE: Seconds the motion and it passes unanimously.
2. 2005 -0804; 934 Riverside Drive, Riverside Drive LHD
JULIE SCHUTTE: (See staff report and pictures attached to C of A in HPC meeting
binder). Homeowner, Darcy O'Blenis was present. (Some parts of this original C of A
have already been approved. We will be addressing other parts of this C of A that have
not been approved.)
DARCY O'BLENIS: Just this afternoon I received a copy of the engineer's drawings
for the new roof including the dormer which will be an addition. (Mrs. O'Blenis passed
out architectural drawings for commission members to look over). I am very fortunate to
be in an historic district; because, the house was built so well. I want to make sure the
builder uses materials in kind so that we can maintain the integrity of the home. Even
though they are already aware of this fact; I still appreciate that I have got somebody at
my side to help us and guide us through this. In addition we have hired a company
through State Farm Insurance; who is also very interested in making sure we do
everything right. I wondered if you would look over the pamphlet that they gave me to
