INSPECTOR SERVICES CONTRACT <br />The Historic Preservation Commission of South Bend and Saint Joseph County (hereafter <br />"HPC") and Wayne Doolittle hereby enter into this Contract for the part time services of Wayne <br />Dolittle as an inspector for HPC, which Contract is: <br />Whereas. HPC has a purpose to preserve and protect historic structures in South Bend and <br />Saint Joseph County, Indiana and Wayne Doolittle has the training, knowledge, and experience <br />to serve as HPC's inspector of historic landmarks and of structures within historic districts; <br />Now, therefore, the parties agree: <br />1) Wayne Doolittle will perform the following services for HPC as needed or requested by <br />HPC: <br />a) Inspect all Local Landmarks and Historic Districts on a regular basis, looking for <br />any unauthorized alterations, repairs, renovations, removals, or additions. This <br />includes buildings, structures, natural landscape items, and man made landscape <br />items. <br />b) Inspect properties that have received Certifications of Appropriateness to ensure <br />that the work being done complies with what was approved. <br />c) When needed, assist the HPC staff in reviewing new applications for permits. <br />d) Contact the Building Department to have "Stop Work Orders" placed on any <br />projects that are in violation of proper HPC authority or Certification. <br />e) Document all violations in writing and with photographs, and submit this <br />documentation to the HPC Director or Assistant Director for further process. <br />f) Keep complete records of all inspections, as well as complete time logs for <br />services rendered to HPC. The time logs shall be submitted on a regular basis for <br />purposes of payment for inspection services rendered. <br />g) Inspect designated properties for compliance with HPC's minimum maintenance <br />standards, discuss violations with HPC staff, and, if necessary after discussion, <br />report violators to Building Department Code Enforcement authorities and attend <br />pertinent Code Enforcement meetings or hearings. <br />h) Attend HPC meetings as needed or as requested by HPC members. <br />i) Maintain the confidentiality of all information disclosed to him during the course <br />of his services, which HPC deems to be confidential, unless HPC consents in <br />writing to the disclosure of that information. <br />2) HPC will pay Wayne Doolittle twenty dollars ($ 20.00) per hour for each hour or <br />fractional part of an hour for which Mr. Doolittle submits proper logs or records of his <br />service as described above. <br />3) Payment for Mr. Doolittle's services shall be made on a monthly basis. <br />4) HPC and Mr. Doolittle anticipate that Mr. Doolittle will provide at least four, but not <br />more than fifteen hours of service per week. Payment for more or fewer hours of service <br />per week shall not be made unless HPC or its staff authorize in advance that more or <br />fewer hours of service be rendered for that period. <br />
