Hammond -Nash, Director
Thank you for your attendance, and for the data you presented at the Historic Preservation Com-
mission committee meeting Monday. Pursuant to that meeting, I am writing to confirm that the Historic
Preservation Commission is convinced that the "QL" quick induction lights proposed for the LaSalle
Street Bridge would, on the basis of the data you showed us, clearly provide color rendering and color
temperature as good or better than the metal halide previously specified.
Just as a side note, we did notice that all the engineering data presented came from Philips Co.
Presumably, there are other lighting companies, including American companies, which also produce com-
parable products. As long as the products are comparable, HPC would not want to limit specifications to
one manufacturer.
One concern HPC members had that was not totally answered is whether such lights are available
in appropriate (i.e., not excessive) lumens for the height of the fixtures to be used. Many modern lights
are designed to be used atop two or three story -tall cobra -headed poles, and are therefore excessively
bright and glaring when used in historic or reproduction poles, which tend to be shorter. Philips did have
some data regarding lights they supplied in Bruges, Belgium, which was described as lower lumens to
accommodate historic Belle Epoque fixtures, but HPC staff found limited description of that in English.
Assuming that you can find us an auspicious answer regarding that matter, the Historic Preserva-
tion Commission anticipates approving the use of the proposed quick induction lighting for the LaSalle
Street bridge, and also probably, assuming that the South Bend Public Works Department and the various
neighborhood associations involved so desires, revising our standards regarding historic district and land-
mark lighting generally to allow quick induction lighting there as well.
Yours,
Karen R. Hammond -Nash,
Director
C: Commission members
County Engineer
City Engineer
COMMISSIONERS
Mary Jane Chase Virginia O'Hair (Secretary) Gerald Ujdak (Vice President)
Martha Choitz Lynn A.
