Benczik
The Troyer Group, Inc.
550 South Union Street
Mishawaka, Indiana 46544
Federal Agency: Federal Highway Administration ("FHWA")
Re: Improvement of the Eddy Street / LaSalle Street and Eddy Street / Colfax Street intersections
Dear Mr. Benczik:
Aw"ho
MRtOalt►KftantON
xrto aaoutotoar
Pursuant to Section 106 of the National Historic Preservation Act (16 U.S.C. § 470f) and 36 C.F.R. Part 800, the staff of the Indiana
State Historic Preservation Officer ("Indiana SHPO") has conducted an analysis of the materials dated February 3, 2004, and
received on February 4, 2004, for the above indicated project in South Bend, Portage Township, St. Joseph County, Indiana.
As you know, the East Washington Historic District was listed in the National Register of Historic Places on February 18, 1994.
Based upon the information provided, we believe there may be affects on the property and have prepared the following comments in
accordance with 36 C.F.R. § 800.4(d)(2):
1) We have noted the curbs and sidewalks will be shifted. Please provide clear illustrations showing the
existing and proposed placement of these features in relation to the roadway and the face of the existing
buildings.
2) Will any decorative features be added to the new sidewalks (i.e., brick pavers)? If so, please identify the
locations on a site plan.
3) Will vegetation be removed and re -planted as a result of this project. If so, please identify the locations
on a site plan.
4) During our February 11, 2004 meeting, it was mentioned that the project may include the removal of 1028
East Colfax. When the information becomes available, please inform the Indiana SHPO if this will be
necessary. Please keep in mind that the property is a contributing resource within the East Washington
Historic District and that its removal would be considered an adverse effect.
Once the indicated information is received, the Indiana SHPO will resume identification and evaluation procedures for this project.
Please keep in mind that additional information may be requested in the future.
A copy of the revised 36 C.F.R. Part 800 that went into effect on January 11, 2001, may be found on the Internet at uwmachp.gov
for your reference. If you have questions about our comments, please call our office at (317) 232-1646. Questions about
archaeological issues should be directed to Bill Mangold. Questions about buildings or structures should be directed to Shana Kelso.
Very truly yours,
Jon C.
