1 funds last fall, I informed them that we intended to use the plaques primarily for existing <br />2 landmarks, and that we did intend to possibly make some new landmarks in the county. The <br />3 county commissioners indicated that they felt that a wholesale designation of large numbers of <br />4 landmarks would be a bigger zoning change than they wanted to follow into. They indicated that <br />5 they would feel comfortable considering proposals for perhaps six to a dozen, or maybe even <br />6 eighteen, local landmarks in the county if the structures or sites are truly worthy. <br />7 <br />8 JOHN OXIAN: Noted that there are about fifty landmarks in the county, and over half of them <br />9 already have plaques. Many, perhaps most, of the new plaques will be used in the City, rather <br />10 than in unincorporated St. Joseph County. <br />11 <br />12 5. Miami Road and Capital Avenue road projects; possible historic impacts <br />13 <br />14 KAREN HAMMOND-NASH: Miami Road and Capital Avenue are proposed to be widened. <br />15 The staff has done some very brief preliminary review as to the possibility of significant historic <br />16 impact. There are a couple of 5-11 houses and a couple of C-10 houses in these corridors. Staff <br />17 seeks guidance from the Commission as to any further action. <br />18 <br />19 John Oxian informed commission members that of the significant homes involved at least one of <br />20 them was a landmark. <br />21 <br />22 6. Legal Report: Chapin Park proposed Local Historic District <br />23 <br />24 JOHN LIVINGSTON reported that he has received the official map from the engineering <br />25 department, and he expects to have the legal description for the Chapin Park Historic District <br />26 completed soon. <br />27 <br />28 JOHN LIVINGSTON: further reported, regarding two proposed and pending Honorary <br />29 Landmark Resolutions passed by the HPC and transmitted last year to the City Council, that City <br />30 Council Attorney Cathy Cekanski-Farrand is very positive that in the City of South Bend, there <br />31 can be landmarks only by ordinance and not by resolution. <br />32 <br />33 KAREN HAMMOND-NASH: Last year the commission, by a divided vote, sent an honorary <br />34 "landmark by resolution" proposal to the city council seeking to honor a house located a 401 <br />35 East Indiana Avenue. It is a bungalow style house with a standing -seam metal roof. About ten <br />36 years ago the house had been substantially renovated by the Christmas in April Program, and the <br />37 original asphalt shingle roof replaced by the donated steel roof. <br />38 The proposal that Mr. Livingston has worked out with the City Council Attorney is that <br />39 while the City Council will not entertain a "landmark by resolution," they will entertain a simple <br />40 resolution without the word landmark, honoring that particular structure. What Mr. Livingston <br />41 is seeking is a new HPC resolution to send this revised request to the city council. <br />42 <br />43 CATHERINE HOSTETLER: I move that we send a revised request for a resolution honoring <br />44 401 Indiana Ave, without the use of the term "landmark," to the city council. <br />45 <br />46 GERALD UJDAK: Seconds the motion and the motion passes unanimously. <br />47 <br />
