1 Hostetler, a representative of the Leeper Park Beautification Committee, Betsy Harriman of the <br />2 Parks & Recreation Department, lead engineer for the contractor of the project, and Julie and I <br />3 were also present. We did receive a memorandum from Betsy Harriman, of the Parks & <br />4 Recreation Department. Enclosed with her memorandum was a report done by Brent Thompson, <br />5 City Forester, stating his ideas for protecting trees in construction areas. (See enclosed <br />6 memorandum and forester's report in packet). I also think our architectural historian may have <br />7 additional points to make regarding this matter. <br />8 Joann Sporleder then expressed her additional points to commission members. She <br />9 requested that a written description be given of what happened from the time they went out there . <br />10 till now, and to propose what they hope will happen next. She also requested that Mr. Walorski <br />11 receive a copy of this to confirm that the sequence of events did happened. <br />12 <br />13 David Walorski, of Northern Indiana Construction Co., scheduled to speak under Hearing of <br />14 Visitors, was invited to speak at this time regarding Leeper Park matters covered in the staff <br />15 reports, and also regarding new Application 2004-0121, that being an amendment of Application <br />16 2003-0708-C, which renewed previous permits for 2002-0523 & 2001-0222; Leeper Park Island <br />17 dredging and seawall restoration. <br />18 <br />19 David Walorski then gave commission members a report of the work that he is doing on the' <br />20 Leeper Park Island dredging and seawall restoration. (See facsimile transmission and original <br />21 plan sheet with detailed sketches from Northern Indiana Construction Co., Inc.). <br />22 <br />23 A detailed discussion was then held between Mr. David Walorski and commission members. <br />24 Commission members asked questions about the following items: <br />25 1. If the contractor will be able to salvage and reuse the original material that is already <br />26 there, versus using new material. <br />27 2. How much of the original wall will be preserved. <br />28 3. What happened to the survey and drawings done by Lawson -Fisher, upon which <br />29 previous C of A was based and granted? <br />30 4. How they plan to use the riprap that is there now. <br />31 <br />32 The commission also requested that Mr. Walorski provide the following additional items: <br />33 1. A written application for a C of A. <br />34 2. A letter indicating in writing the manner in which Mr. Walorski had or had not <br />35 been informed, when he had finally heard about HPC permits and conditions, <br />36 and his plans for retroactively complying with those conditions. <br />37 <br />38 By agreement between Mr. Walorski and the HPC, a special meeting regarding this matter was <br />39 set for two weeks later, February 9th, at noon, at the HPC office. <br />40 <br />41 3. Proposed local landmark notifications and correspondence <br />42 Staff reported that letters proposing national and/or local landmark status had been sent to the <br />43 owners of several properties identified in the Jan. 10 HPC meeting, and responses are awaited. <br />44 <br />45 4.
