After the March 8, 2003 meeting, the Oliver Gang made a presentation to the HPOCA Board of
Directors on March 28, 2003. Following the presentation, the Board voted unanimously not to
proceed with a museum at the #2 Forge Shop. The minutes from that meeting and the March 29,
2003 general membership meeting are attached to this memorandum. The Oliver Gang agreed to
disband its Museum Committee in favor of a committee being formed by the HPOCA according
to Bob Schaeffer of the Oliver Gang.
Terry Allen, President of the HPOCA, sent me a letter on April 16, 2003 expressing the intent of
the HPOCA Board of Directors not to pursue development of a museum in the old Oliver Chilled
Plow have attached a copy of that letter to this memo. Following that correspondence,
the City considered the reuse of the #2 Forge Shop unattainable, and began the process described
in my letter to Terry Allen of April 7, 2003. On May 5, 2003 the City contacted the SHPO to
obtain approval to demolish the #2 Forge Shop.
The City and SHPO have agreed on a final Memorandum of Agreement to govern the demolition
of the #2 Forge Shop. I have attached a copy of the agreement. The language and terms were
dictated by the SHPO, and all parties to the agreement except the Historic Preservation
Commission have agreed to sign the document. At a meeting of the Executive Committee on
April 12, 2004 the Executive Committee of the HPC requested background information from the
City based on their lack of information received during this two -year long effort.
It is the City's hope that this memorandum meets the needs of the commissioners regarding
background information on this topic. It is also the City's desire to have the HPC agree to the
terms of the Memorandum of Agreement as a concurring party. It is my hope that this action can
be take at the May 17, 2004 HPC meeting.
If you have any questions regarding the information in this memo please contact me at'245 -6112,
Terry Allen of the HPOCA at 309 - 343 -4125, Bob Schaeffer of the Oliver Gang at 574 -586 -3795,
Todd Zeiger of the Historic Landmarks Foundation of Indiana at 232 -4534, or John Oxian at
234 -7202.
H \-Studebaker- Oliverk0liver Plow Works%HPC Forge 2 mertw.wpd What We Do Today Makes A Difference!
