ii. Install new wood storm door with a possible replacement panel for a screen. <br />I.) Install wood storm door to second floor porch door on east elevation. <br />J.) Install 6" '/z round galvanized gutters to main roof (not porch roof) and three fluted downspouts. <br />K.) Fill and re -grade landscape at South East corner to slope away from structure. <br />RECOMMENDATION <br />A.) The chimney may not be the most distinctive architectural feature of this house, but it is a singular, <br />contributing feature. It should be retained in good repair. Staff understands South Bend Heritage <br />could amend the application to retain the chimney; this would be staffs recommendation. <br />B.) Though probably not original to the residence, the Tuscan wood porch columns are highly visible <br />architectural features from both LaSalle Avenue and Scott Street. Some of the wood staves are <br />coming unglued. There are signs of rot on the column bases, which could be repaired with <br />Abatron wood epoxy or replaced with new wood 2 by 12s. SBHF may be able to salvage most, if <br />not all, of the column shafts. Staff recommends repair of the columns where possible rather <br />than replacement with composite columns (Repair would include re- glueing the wood staves <br />of the shaft, repairing rot damage and filling holes with Abatron wood epoxy and filler, <br />crafting like bases with new wood boards where needed) Examples of column repair completed <br />with Abatron: 101 S Taylor and 127 S Franklin. <br />C.) The brick "piers" supporting the porch are not held together with mortar and do not have a <br />foundation. The new 16" by 16" by 6" concrete footing starting 36" below grade with 8" CMU <br />blocks from the footing to grade, and brick piers from grade to the porch bearing point will <br />provide a much more stable structure to support the porch. Brick will be salvaged for the piers and <br />like brick will be used where needed. Only brick will be seen above grade. Staff recommends <br />approval. <br />D.) The tongue and groove (T & G) porch decking will replace non - contributing, mismatching, and <br />deteriorating porch decking. Most of the porch decking is T & G. Staff recommends approval. <br />E.) The repair of the porch trim, the new porch band board, and the recreation of the bedmolding with <br />U1traFlex on the east bay window will retain and restore contributing architectural features. Staff <br />recommends approval. <br />F.) i. The smaller balcony on the south elevation was clearly added at a later date without the fine <br />craftsmanship of the wrap- around porch. It is not a contributing feature; it is not appropriate to the <br />styles of the house. Staff recommends approval of the demolition of the balcony, balustrade, <br />and porch posts. <br />ii. SBH will replace this non - contributing balcony with a shed porch roof, wood architrave, <br />Tuscan columns that are similar to the existing columns, and 5" K style gutters. The new porch <br />will resemble the existing porch and is an appropriate addition. Staff recommends approval. <br />G.) The second story solid paneled door on the south elevation is not original to the house; it is not an <br />appropriate door. SBH proposes to replace it with a wood double hung window sized for egress. <br />It will fit under the header and will be proportional to the other window opening. This <br />replacement window is appropriate and would be a vast improvement for the house. Staff <br />recommends approval. <br />H.) i. The door on the first story of the south elevation is a non - contributing solid paneled door. SBH <br />proposes to replace it with a wood door with a single light, tempered glass, and 2 panel below. <br />The new door will resemble the contributing existing doors located on the east and north <br />elevations. It is far more appropriate than the solid 6 panel door. Staff recommends approval. <br />ii. SBH also proposes to install a wood storm door, but have not chosen a specific door. Staff <br />recommends approval of a wood storm door similar to the existing storm doors located on <br />the first story of the north and east elevations. A door with a storm /screen option would be <br />nice, but not entirely necessary. <br />Pj <br />
