STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 04/13/04 <br />Application Number: 2004 -0406 <br />Property Location: 702 West LaSalle <br />Property Owner: South Bend Heritage Foundation (SBHF) <br />Landmark or District Designation: Local Landmark <br />Rating: Significant/12 <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />This house dates to about 1865. Because Jacob Freyermuth moved this house to its current location in 1889, <br />its original owner and location are not known. Freyermuth emigrated from Alsace, Germany and first settled <br />in Pennsylvania, as did his wife, Barbara. He moved to South Bend briefly in 1952 before returning to <br />Pennsylvania. He moved back to South Bend in 1872 when he purchased this property. Freyermuth was also a <br />builder and contractor. He lived in this house for nearly two years and then moved to California in 1890. <br />After Freyermuth sold the property, it was rented and owned as a single - family dwelling until 1935. In 1935, <br />it contained several living units. Cecil Clarkson, a postal employee purchased the property in 1941. He <br />owned the house until 1972 when James Russow purchased the property. David Gibney purchased the <br />residence in 1979. It is now owned by South Bend Heritage, Inc. <br />This house exemplifies a mix of historic architectural styles. It is mainly an Italianate with a hint of subdued <br />Classicism. The square plan of the house, its wrap- around front porch, hipped roof, and decorative brackets <br />align it with the Italianate style. At a later date, perhaps after Freyermuth moved the house and after <br />Chicago's Columbian Exposition, Tuscan porch columns were added. Even though the columns are most <br />likely not original, they contribute to the house. The mix of Italianate and Tuscan classical elements reflects <br />an owner's desire to keep up with the latest styles and trends. <br />The home has many original or contributing features not mentioned such as the 6" wood clapboards, the wood <br />windows and wood storms, and many fine trim and porch details. The original gutter system (boxed -in) was <br />removed and covered with an extension of the hipped roof some years ago. <br />d <br />APPLICATION ITEMS: <br />A.) Remove chimney cap and bricks to 18" above attic floor. <br />B.) i. Remove 6 wood Tuscan porch columns, caps, and bases, and <br />ii. Replace with 8' by 8" diameter composite columns with Tuscan cap and base, salvage and <br />repair shafts, caps, and bases where possible. <br />C.) Rebuild 6 porch piers with new concrete footing, 8" CMU units from footing to grade, salvage <br />brick and use new where needed to rebuild piers. <br />D.) Replace 5/4 PT porch decking with 514 tongue and groove decking. <br />E.) Repair curved porch trim, replace with U1traFlex bedmolding, new porch band board. <br />F.) i. Remove non - contributing second level deck, balustrade, and posts from south elevation and <br />ii. Replace with new shed roof, 30 -year shingle roofing, two new Tuscan composite columns to <br />match front porch, and 5" K -style aluminum gutters and aluminum downspouts. <br />G.) Remove second level door on south elevation and replace with new double hung wood window <br />sized for egress, in proportion to other windows. <br />H.) i. Replace existing, non - contributing rear door (south elevation) with wood door, one light, <br />tempered glass and <br />
