JOANN SPORLDER: Is this in an historic district? <br />JOHN OXIAN: No, though we did look at East Indiana Avenue at one time. We also <br />did make a landmark on East Indiana Avenue, which was the old former Studebaker <br />Building. The exterior of the building almost ranked as a nine or ten. We did this <br />because of the historical significance of the building. We also looked at it as a possible <br />district because there were several blocks in there that would have at one time qualified <br />for a small district; but, right now we are going with land marking. So, if you want to do <br />this by ordinance instead then fine. <br />KAREN HAMMOND-NASH: The building is rated as a C -nine (contributing) and has <br />been significantly altered from its original style and character. <br />JOANN SPORLEDER: I thought the renovations that had been done had improved the <br />house's style and character. All except for the roof, which looks like it is a very nice <br />roof. <br />JOHN OXIAN: Mr. Clark, how much of the house has been changed? <br />MR. CLARK: Only the roof, which Christmas in April did that. Basically when I <br />bought the house back in the 1970's, I changed nothing on the outside of the house, <br />except for the windows. The way that I bought the house is the way it still is, except for <br />the roof. I plan on leaving the house the same way that it is now. I haven't had any <br />reason to make changes to it in the last thirty years, and I am not planning on making <br />changes to it now. Basically it is a wood frame house, which is called a bungalow, I <br />believe. <br />At my age I am not planning on changing anything on the house. The way the house <br />looks now is the way it is going to look when I die. I will have to have the windows <br />replaced because they are drafty. When I do replace these windows, I plan on matching <br />the windows as closely as I can to the original wood grain windows that are already there. <br />This is the only thing I am planning on changing since I have lived there. I would also <br />like to paint the house and I hope that this is ok. <br />KAREN HAMMOND-NASH: I am passing around a resolution for all of you to sign <br />regarding Mr. Clark's house. <br />LYNN PATRICK: If this resolution passes will he have to get a Certificate of <br />Appropriateness? <br />KAREN HAMMOND-NASH: If the resolution passes then Mr. Clark will not need to <br />get a Certificate of Appropriateness for alterations to the house. If the ordinance is <br />introduced and passes the Common Council then he will need a Certificate of <br />Appropriateness for anything he does to the exterior of the house or the yard. The <br />Commission can recommend either an ordinance or a resolution to the Common Council. <br />
